Although Hoboken is the ideal city to live car-free, many Hoboken residents still need a car…
Whether the train or bus takes more time, your job demands a lot of driving, or you’re a busy parent with a busy schedule, we understand that many of us in Hoboken need to drive a car every day, or choose to own a car for good reason. For those of us with a car, encouraging neighbors who don’t need to own a car to live car-free equates to fewer cars congesting our streets and a less stressful parking situation. That’s why we’re working so hard every day to make it easy – and in most cases cheaper – to live car-free if you don’t need to commute by car to work every day. For example, did you know that the Hoboken Corner Cars program gives you access to over 40 vehicles parked in reserved on-street spaces nearby your home whenever you need one, all at inexpensive hourly or daily rates? If it turns out owning a car is still your best bet, please see below for on-street and garage/lot parking options available to Hoboken residents.
Resident Parking Permit (Permit Symbol: R):
Residents who display this permit may park in “Permit Parking Only” (white sign) and “Resident Permit Parking Only” (green sign) zones without limitation except during posted street cleaning periods or temporary/emergency restrictions. This permit is for most Hoboken residents who have their current Hoboken address on their driver’s license and own, lease, or drive a company car properly documented as parked in Hoboken. Resident parking permits are issued on an annual basis as either a placard or decal and expire at 11:59PM on the last day of their validity. Fees are $55/year for the first vehicle in a household, $110 /year for the second vehicle in a household, and $220 /year for the third and each additional vehicle in a household. Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL]. Click here for FAQ’s.
Temporary Parking Permit (Permit Symbol: T):
Residents who display this permit may park in “Permit Parking Only” (white sign) zones without limitation except during posted street cleaning periods or temporary/emergency restrictions. This permit does not allow parking in “Resident Permit Parking Only” (green sign) zones. This permit is for Hoboken residents who do not have their current Hoboken address on their driver’s license or who drive a car that is either not owned or registered to the resident with proper documented as parked in Hoboken. Examples include individuals without a Hoboken address on their New Jersey driver’s license, vehicles not registered in the name of the resident, residents awaiting receipt of a driver’s license with a Hoboken address, residents awaiting registration papers for a newly purchased vehicle, or for vehicles in short term use, such as when a permitted vehicle is in for repairs or when using rental cars. One other common case is for new employees of a Hoboken business who have not received their first pay stub. Temporary parking permits are issued at a daily rate as a placard for a maximum of 45 days and expire at 11:59PM on the last day of their validity. The standard fee for this permit is $5/day. Residents who either do not have a current Resident parking permit issued in their name or concurrently suspend use of a Resident parking permit are issued a Temporary parking permit for use with a rental car/Corner Car, when awaiting permanent plates for a newly purchased vehicle, or when a permitted vehicle is in for repairs free of charge up to a maximum of 45 days and include an endorsement to allow parking in “Resident Permit Parking Only” (green sign) zones. Documentation Requirements (see requirement code explanations): [RS, RC, or RT] AND [VS, VC, VL, or VN]. Still have questions? Click here for FAQ’s.
Driveway Parking Permit (Permit Symbol: D):
Residents who display this permit may park on-street immediately in front of a resident’s driveway without limitation except during posted street cleaning periods or temporary/emergency restrictions. Vehicles displaying this permit must comply with all posted/marked parking regulations if any portion of the vehicle extends beyond the physical width of the driveway (where the curb returns to the standard street width). Driveway parking permits are issued to Hoboken residents on an annual basis as a placard and expire at 11:59PM on the last day of their validity. For initial permit issuance, HPU staff will survey the driveway to confirm the permitted vehicle is no longer than the driveway width (to avoid future disputes, HPU does not issue Driveway parking permits for vehicles that are longer than the physical width of the driveway). There is no fee for this permit, but residents interested in this permit should familiarize themselves with the strict rules established by the State of New Jersey and reflected in Hoboken’s City Code §190-41.1. Parking in front of driveway. Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL]. Click here for FAQ’s.
Persons with Disabilities Reserved Parking:
Residents who qualify for this permit are provided a reserved parking space in close proximity to their home marked with blue striping and a regulatory accessible parking sign that restricts parking to a designated, current New Jersey Persons with Disability license plate. Vehicles parked in reserved accessible parking spaces must have a Resident parking permit and must observe temporary/emergency restrictions. Thorough annual reviews by a healthcare professional as well as a committee appointed by the City Council is conducted for all applications submitted. There is an initial fee of $130 for this permit application, refundable if the application is denied. The annual renewal fee is $25/year. Documentation Requirements. Click here to download an application form. (see requirement code explanations): [RS or RC] AND [VS, VC, or VL]. Click here for FAQ’s.
Visitor Parking Permit (Permit Symbol: V):
Visitors/guests/friends/family of Hoboken residents who display this permit may park in “Permit Parking Only” (white sign) zones without limitation except during posted street cleaning periods or temporary/emergency restrictions. This permit does not allow parking in “Resident Permit Parking Only” (green sign) zones. Visitor parking permits are issued to Hoboken residents for their visitors as a multi-day placard for a maximum of seven (7) days, for a daily rate, or annual placard for use by visitors of Seniors or Disabled residents. The standard fee for Hoboken residents is $5/day. Senior/disabled Visitor parking permits are available to any Hoboken resident over the age of 62, or declared officially disabled by the State of New Jersey to the extent that he/she cannot drive. A maximum of two (2) senior/disabled Visitor parking permits per resident may be issued. Individuals requesting disabled Visitor parking permits may not have a Resident parking permit in their name. Visitor parking permits expire at 11:59PM on the last day of their validity. Click here for FAQ’s. Documentation Requirements (see requirement code explanations): [RS, RC, or RT] AND [VS, VC, VL, or VN].
Temporary No Parking (TNP) Signs:
These signs are available to the general public for reserving specific on-street spaces for commercial vehicles or containers involved in Moving, Large deliveries, Dumpsters, Television and Film, City business, Contractor activities, or City approved special events. TNP signs are sold Monday through Friday, 8:00am to 4:00pm in increments of 4, 8, 12, and 24-hours for $15.00, $25.00, $40.00, and $60.00, respectively. TNP signs must be ordered a minimum of 7 days in advance of the time you wish to reserve on-street space(s) in person, or 10 days in advance through our online system. TNP signs are for commercial vehicles and therefore may not be purchased for personal vehicles, unless approved by the Director. Each TNP sign reserves approximately fifteen (15) feet of on-street curb length (NOTE: Due to numerous street appurtenances and regulations, this estimate is neither exact nor guaranteed; you are strongly advised to be conservative with your needs estimate). For all vehicles equal to or greater in sizes than small moving vans/trucks, a minimum of two (2) signs is required. When ordering TNP signs, the exact number of signs and the exact street addresses (start and end points) must be provided to our Customer Service Representatives; if you are unsure of this information, please call or speak to HPU staff before placing any orders. TNP reservations do not exempt vehicles from street cleaning, except construction vehicles, or any emergency regulations. It is the purchaser’s responsibility to remove the signs within two hours of the posted date and time on the temporary no parking signs or upon completion of the purpose of the purchase, whichever is sooner. Any individual, business, institution, or agency found to be in violation of this section shall be subject to penalty in the amount of $45.00 per sign. HPU does not guarantee cars will not be parked at the time signs go into effect, but we will make every attempt to enforce with towing when/if this happens. When contact information is available in our records, HPU typically attempts to make “courtesy calls” to owner’s of vehicles parked in front of live TNP signs before towing. Click here for FAQ’s.
Resident Monthly Standard:
This option is for residents who want the flexibility to park their car in the garage at all times, or who do not use their car frequently and therefore want to park their car for extended periods of time without the hassles of on-street parking. Residents may park their car in unreserved spaces of the garage 24/7 on a first come-first serve basis. Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL].
Resident Monthly Limited:
This option is ideal for residents who drive their cars to work every day. Residents may park their car in unreserved spaces of the garage at all hours except from 10am to 4pm Monday through Friday. Residents are granted two days per month in which they can be in the garage during the 10:00 am to 4:00 pm period. If these are not used during a month, they can “roll over” and be collected throughout the year for various purposes, such as leaving the car in the garage while on a vacation. The maximum number of “rollover” days that may be collected is 24 (2 days/month X 12 months); once 24 rollover days are collected, no additional days can accrue on the account. If the monthly agreement is terminated by either the customer or the city, rollover days are not reimbursable and cannot be recouped. Residents who have exhausted their rollover days and remain in the garage between the hours of 10am and 4pm M-F will be charged $20/day upon exiting the garage. Documentation Requirements (see requirement code explanations): [RS, RC, or RT] AND [VS, VC, VL, or VN].
Resident Monthly Reserved:
This option is for residents who want a reserved parking space in a municipal garage that may not be occupied by anyone else. Residents may park their car in their reserved space of the garage 24/7. Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL].
Resident Monthly Senior:
Senior residents over the age of 62 may park their car in unreserved spaces of the garage 24/7 on a first come-first serve basis at a discounted senior rate. Please note that in some garages the Resident Monthly Senior rate is provided at designated ground level spaces but is limited to availability. Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL] (Note: Driver’s license must indicate age of 62).
Resident Overnight:
This option is for residents who usually park on-street but occasionally need to park their car overnight in a municipal garage. Limited parking is available from 6pm to 8am at a discounted rate of $5/night in Garages “B”, “D”, or Midtown. If your car is parked after 8pm but remains in the garage beyond 8am the following morning, standard hourly rates apply. If you already have a Resident parking permit, there is no need to purchase this type of parking in advance; simply present your Resident or Temporary parking permit to the attendant with your ticket when existing at the gate. Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL] (Note: Must present Resident or Temporary permit at garage).
Vacation Spot:
This option is for residents who are planning time away from Hoboken and usually park on-street. To avoid street cleaning tickets or the hassle of asking friends/family members to move their cars, limited discounted parking is available to residents in Garage D at 215 Hudson Street for up to 14 days per year. The fee is $5/day, with a maximum of 14 days per year of issued permit. Simply come into the Hoboken Parking Utility office and provide the same documentation as required for a Resident parking permit. You will then show this permit to the attendant when departing and he will charge you the discounted rate. Documentation requirements (see requirement code explanations): [RS or RC] AND [VS, VC, VL, or VN]
Resident Emergency/Event:
This option is announced on an “as needed” basis for residents who usually park on-street to temporarily park in designated municipal garages when emergency events are announced (snow, flooding, etc.). Limited parking is available on a first-come-first-serve basis, usually in 12 or 24 hour increments at certain garages as specified in the emergency announcement. If your car is parked beyond the discounted period specified in the announcement, standard hourly rates apply. If you already have a Resident or Temporary parking permit, there is no need to purchase this type of parking in advance; simply present your Resident or Temporary parking permit to the attendant with your ticket when existing at the gate and refer to the emergency announcement (or show a copy of the announcement). Documentation Requirements (see requirement code explanations): [RS or RC] AND [VS, VC, or VL] (Note: Must present Resident or Temporary permit at garage).
Whether you own a business or work in Hoboken, we want to make it easy for you and your customers to get out of the car…
Did you know that it usually takes more time to drive around looking for the “best” parking spot than to park in a municipal garage and walk a few blocks? That’s why we provide discounted “Park & Work Daily Debit” for our municipal parking garages so you can get out of the car as quickly as possible. The best part about using Park & Work Daily Debit is that at $5/12 hours, it’s cheaper than feeding the meter (which is illegal beyond the 2 hour daily maximum). Customers also get discounted or free parking in municipal garages with our E-Validation program that offers businesses discounted “validation” tickets to hand out to loyal patrons. Whether parking on-street or in one of our municipal facilities is best, please see below for parking options available to Hoboken business owners and employees.
HPU provides the following information as a convenience to you in lieu of having to read the official City Code Chapter 141A “Parking Permits.” For the most part, everything you need to know about getting and using a permit is here for you. Please note that in any case where this information contradicts or lacks specificity that is otherwise provided in the City Code, the City Code is correct and this document is not. We hope this is helpful!
Metered parking in Hoboken is used to manage curbside parking access throughout the city. Metered parking is in effect Monday through Saturday from 9:00am to 9:00pm at all signed locations. Metered parking is in effect all year Monday-Saturday except for the following holidays:
Meter fees are $0.75 per 15 minutes in business districts and $0.50 per 15 minutes in all other zones. Payments can be made via credit or debit card with ParkMobile, or at a multi-space pay station with a credit/debit card, cash (select locations only), or coins (nickels, dimes, quarters, dollar coins). Hoboken uses "pay-by-plate" technology, so you will need to enter your license plate number in the ParkMobile app or at a pay station. Payment through ParkMobile is recommended because of features that improve convenience for customers, such as storing license plate numbers in the app, time expiration reminders, transaction history, contactless payment, vehicle locator, and more. The City occasionally offers discount metered parking via promo codes which can only be claimed through the ParkMobile app.
Through a partnership with ParkMobile, when a resident with a valid Resident On-Street Parking Permit pays for parking through the ParkMobile app and enters their license plate number, the ParkMobile system will automatically recognize the license plate and will apply a 50% discount to the parking transaction. Residents should check their ParkMobile settings to ensure that their default license plate is the same license plate associated with their Resident On-Street Parking Permit.
What's the difference between a "business district", "permit parking zone", and "pay parking zone"?
A business district is an area where there is a high concentration of retail and commercial uses. As a result, these areas tend to have the highest demand for curbside access throughout the day and therefore the highest meter fees are charged here ($0.75/15 minutes) to help generate higher rates of turnover so more vehicles can get access to the finite amount of curb space in these areas.
A pay parking zone is an area where metered parking is in effect and all vehicles are required to pay the meter or ParkMobile. There is significant overlap between pay parking zones and business districts, but there are a few areas of the city where permit parking zones overlap with business districts instead (ex: Washington Street north of 8th Street).
A permit parking zone is an area governed by the City's Resident Permit Parking Program and associated regulations. Permit parking zones tend to be more residential in character. Typically, one side of the street is reserved for Resident Permit Parking only, and the other side of the street is open to visitors and other permit types (Temporary Permits, Business Permits, Virtual Visitor Permits, etc.). On the "visitor" side of the street in permit parking zones there is a four-hour time limit for any vehicle without a valid parking permit AND paying for metered parking is required (usually via ParkMobile). Vehicles with a Resident On-Street Parking Permit are exempt from the four-hour time limit and meter fees in permit parking zones.
If I have a Resident Parking Permit, am I exempt from paying meter fees in permit parking zones?
Yes, vehicles with a valid Resident On-Street Standard Parking Permit will continue to be exempt from paying meter fees in permit parking zones. Additionally, vehicles with a valid Temporary Permit, Business Permit, or Virtual Visitor Permit will also continue to be exempt from paying meter fees in permit parking zones.
Do I need to have a Resident Parking Permit in order to receive 50% off parking meter fees through ParkMobile in business districts?
Yes, a valid Resident On-Street Standard Parking Permit is required in order to receive the 50% discount on metered parking fees in business districts.
How does the 50% discount on meter fees work for residents?
The 50% resident discount on metered parking only applies in business districts. When a resident with a valid Resident On-Street Parking Permit pays for parking through the ParkMobile app and enters their license plate number, the ParkMobile system will recognize the license plate number and automatically provide the resident with the discounted meter rate. Residents should check their ParkMobile settings to ensure their default license plate is the same license plate associated with their Resident On-Street Parking Permit.
Are metered parking fee discounts available for visitors?
There are two different discount parking options for visitors:
1) In permit parking zones (mostly residential areas), visitors can use Virtual Visitor Permits (VVPs) for four hours ($4), eight hours ($5), or 24 hours ($6). VVPs offer a significant discount over meter fees. Virtual Visitor Permits must be purchased and activated by Hoboken residents. Click here for more information.
2) In business districts/pay parking zones where meter rates are $0.75/15 minutes, visitors can use the promo code "SHOPHOB" for a limited time to receive a 50% discount.
Why are metered parking time limits in business districts changing from two hours to four hours?
Time limits are being simplified to four hours citywide to reduce confusion in areas where four-hour zones border two-hour zones. All metered parking zones in Hoboken will now have four-hour time limits.
Won't four-hour time limits result in less turnover, not more?
Short time limits in metered parking zones, such as two hours, are necessary when the price of metered parking is heavily subsidized/too low to effectively generate turnover on its own. However, when metered parking rates are closer to market-rate, they are generally very effective at generating parking turnover without the need for short time limits. Some cities across the country are beginning to phase out time limits altogether in favor of "rightsized" meter fees.
