In April 2019, the City of Hoboken adopted a Climate Action Plan to achieve greenhouse gas reductions in ways that improve quality of life, environmental and public health, and resilience for present and future generations of Hoboken residents.

In 2021, to help support the City of Hoboken’s ambitious Climate Action Plan goal of being carbon neutral by 2050, the City of Hoboken unveiled its first phase of City-owned, publicly accessible level 2 electric vehicle charging stations at Garage B, Garage D, and on First Street between Washington Street and Court Street.

In July 2022, the City expanded the number of level 2 electric vehicle charging stations at Garages B and D and added electric vehicle charging stations to the Midtown Garage and the municipal parking lot at 1301 Jefferson Street.

In 2022, the City awarded a contract to Volta to install 25 curbside EV charging stations across Hoboken to help the City achieve its goal of ensuring all residents live within a five-minute walk of a publicly-accessible charging station. In November 2023, Volta began energizing the first curbside DCFC and level 2 charging stations.

To further improve accessibility to electric vehicle charging, in July 2024, the City energized its two fastest charging stations on Newark Street between Grand Street and Adams Street.

Now, in 2026, the City changed operators from Volta to Jolt Charge Inc. to operate 14 of the City’s on-street EV charging stations at no cost to the City.

How much does charging at a Jolt EV charging station cost? As of January 2026, fees will be set at a reduced rate of $.35 per kWh for L2 charging, and $0.50 per kWh for DCFC fast charging, both with a $1 connection fee. Check the Jolt app for the most up-to-date pricing information.
How quickly can Jolt stations charge? Volta's DCFCs provide 50 kW of power and can charge a typical vehicle's battery from 20% to 80% in about an hour. Jolt's level 2s provide 10kW of power and can add 20 to 25 miles of battery range per hour.
How can I report an issue with a Jolt EV charging station? Users can report an issue in the app or do so online HERE.

Resident Green Pass Program:
Acknowledging the reality that most Hoboken residents lack access to charging facilities at their place of residence, the City of Hoboken launched "Green Pass Program" to provide discounted garage parking for Resident On-Street Parking Permit holders while they are charging their electric vehicle or plug-in hybrid EV in Garage B, Garage D, or Midtown Garage. Members of the Green Pass program will be eligible for a discounted parking rate of $6.00 for up to eight hours.

1. How much does a Green Pass cost? The Green Pass is free. You must, however, have a valid Hoboken Resident On-Street Parking Permit.

2. How do I enroll in the Green Pass program? Use this link to access the online application form.

3. What do I do once I’m approved? Once your vehicle is approved, you will be eligible to pay the discounted parking rate of $6 for up to eight hours while charging at participating municipal parking garages. Your vehicle details will be uploaded into the City’s parking access control systems, so you’ll automatically receive the discount rate upon leaving the garage.

4. Which parking garages are participating in the Green Pass program? Garage B (28 2nd Street), Garage D (215 Hudson Street), and Midtown Garage (371 4th Street).

5. Why are you offering parking discounts to EV / PHEV drivers? Unlike in suburban areas where most people charge their electric vehicles in their driveways or private garages, most residents of Hoboken do not have access to off-street EV charging stations at their place of residence. The Green Pass program will help reduce the costs of charging an electric vehicle and make electric vehicle adoption in Hoboken more appealing.

6. How much will I pay if I park for more than 8 hours in the participating garage? After eight hours, you will pay the prevailing hourly garage rate for the remaining time your vehicle is parked in the garage.

7. Will my vehicle be compatible with the EV charging stations in Garage B, Garage D, and Midtown Garage? The charging stations installed in Garage B, Garage D, and Midtown Garage are ChargePoint level 2 stations. These charging stations use standardized J-1772 ports that are compatible with most electric vehicles in North America.
