The office staff assists landlords and tenants in understating the impact the Municipal Rent Control Ordinance, Chapter 155, may have on their properties and apartments. Technical assistance is provided on a wide variety of rental issues which cover such matters as: which apartments are subject to local rent control laws; what is the legal base rent; what rent increases the law permits; annual cost of living adjustments; tax surcharges; water/sewer surcharges; capital improvement surcharges; hardship increases; vacancy decontrol and annual registration requirements. Files on all residential properties are maintained for public inspection if owners and/or tenants have questions regarding a particular property.
Annual Property Registration for all property owners of a single family, condominium, multiple dwelling units, and or mixed-use buildings will be online via the SDL Portal starting in the first quarter of 2023.
Attention landlords and tenants in rent-controlled units, due to the end of the State of Emergency first implemented during the COVID-19 pandemic, the rent increase moratorium on rent controlled units will end on May 7, 2022. Landlords will be permitted to increase rent in rent-controlled units under certain conditions with the renewal of a tenant’s lease. Landlords must provide a minimum of 30 days notice of any potential rent increase to their tenants. For more information, see the Rent Moratorium End FAQ.
If you live in a rent-controlled unit and you believe you may have received a rent increase illegally despite the moratorium, please submit an Illegal Rent Increase form with associated documents to the Rent Leveling & Stabilization Office at rentcontrol@hobokennj.gov.
