Rebuild by Design Hudson River Project/Jersey Ave. Closure

The New Jersey Department of Environmental Protection (NJDEP) is continuing the construction phase for the Rebuild By Design Hudson River Project – Resist Alignment Coastal Defense Contract. The Resist structure is a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge.

RESIST – SOUTH:

Marin Boulevard

The NJDEP has has commenced the full closure of Marin Boulevard between Observer Highway and 18th Street, to further construction on the Resist-South structure. During this phase of construction, the NJDEP will relocate underground utilities and install the foundation for the deployable floodgate. Traffic mitigation plans have been implemented, and Hoboken and Jersey City Police Officers are on site during work hours to assist with traffic control and pedestrian safety. Construction activities, the week of Feb. 2, 2026, include:

  • Watermain relocation
  • Relocation of conflicting utilities in coordination with the respective companies

New Jersey Transit (Hoboken/ Jersey City)

Construction activities, the week of Feb. 2, 2026, include:

  • Forms & Concrete Footings and Walls: Set up formwork and pour concrete for footings, walls and structural components.
  • Install Sheeting: Place and secure sheeting for permanent seepage barrier

Observer Highway – South side between Willow Ave and Washington Street

(Hoboken)  

Construction activities, the week of Feb. 2, 2026, include:

  • Continuing preparation for future Wall Foundation form and pour.

RESIST – NORTH:

Washington Street at 14th Street

NJDEP crews are conducting critical utility and construction work to further construction of the Resist-North structure in uptown Hoboken.

This phase of work requires the following closures and other traffic and pedestrian impacts and management:  

  • Full closure of the sidewalk and parking lane on the west side of Washington Street between 14th Street and the alleyway south of 15th Street.
  • The right-hand turning lane from southbound Washington Street onto 14th Street will be eliminated for the duration of this phase of the project.
  • The northern crosswalk across Washington Street at 14th Street will remain open during daytime hours but will be closed to pedestrians for utility work overnight.
  • Bike and travel lanes will remain open on Washington Street.
  • Access will be maintained to businesses in the impacted area

The following work activities are anticipated for the week of Feb. 2, during the hours of 8 a.m. and 6 p.m.:

  • Excavate: Remove soil, rock, or existing materials to prepare the site for utilities, foundations, or structural elements.

*The ADA parking spaces in the Washington Street closure area have been relocated to 13th Street. *

Bloomfield Street (North of 14th Street:

NJDEP is advancing construction of the Resist – North structure of the RBD – Hudson River project in uptown Hoboken. The work includes protection of existing utilities, installation of the foundation and wall stems of the Resist structure, and installation of rail embeds for a flood gate, requiring the closure of Bloomfield Street between 14th and 15th Streets. The following traffic impacts and management are anticipated for the duration of this project:

  • 24/7 closure of Bloomfield Street to vehicles and bicycles between 14th and 15th Streets.
  • The sidewalk on the east side of Bloomfield Street will remain open for pedestrian access to local businesses.
  • Access to private garages in the closure zone will be maintained during construction.
  • Traffic mitigation measures including signs, barriers, and a new traffic signal, will be implemented in advance of the work.
  • Detour signs will be in place, and the community will be advised of any temporary parking changes at least three days in advance.
  • Hoboken Police Officers will be o site to assist with traffic control and pedestrian safety. VMS boards will also be deployed to help remind residents of these changes.  

Anticipated work activities for the week of February 2, 2026, include:

  • Watermain relocation, bypass work, and relocation of conflicting utilities in coordination with the respective companies.

Harborside Park

Anticipated work activities the week of Feb. 2, 2026, include:

  • North Deck Walls: Construct reinforced deck walls to support and retain adjacent structural loads.  
  • Playground Deck Footings: Install structural footings to support the playground deck.
  • Backfill Park: Place and compact fill material to restore and bring elevation up to finished grade
  • Underdrain Installation: Install underdrain systems to manage subsurface water, improve drainage, and protect structural foundations.

Project Background

The Rebuild by Design - Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge.  

The NJDEP is implementing the Resist component of the project concept, while the City of Hoboken has and continues to lead efforts implementing the Delay, Store and Discharge Components. This portion of construction is Phase II of the Resist component. Phase I included implementation of Sewer System Modifications (SSM) and completed in July 2022. Phase II will include the construction of the Resist Alignment, a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge. Construction for Phase II is beginning with the current test pitting work being described above.  

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild by Design Hudson River Project. Additional funding has been allocated to this project through the FEMA Building Resilient Infrastructure and Communities grant program and through an American Rescue Plan Covid State Fiscal Recovery Funding allocation.

Hoboken Pressure Mitigation Project

On Monday, January 12, 2026, J. Fletcher Creamer & Son Inc. (Creamer) will begin work near the intersection of Henderson Street and Observer Highway to upgrade outdated water infrastructure to mitigate water main breaks caused by pressure fluctuations. Work will include the installation of pressure control valves, flow meters, isolation valves, and more, to better manage changes in water pressure.  

Work will take place Monday through Friday, between the hours of 8 a.m. and 4 p.m. Traffic impacts are not anticipated during this project, as work will occur within the NJ DEP’s current Rebuild by Design work zone.  

Residents who will be impacted will be notified of planned water shutdowns by Veolia at least 48 hours in advance.

Madison Street Area Infrastructure Improvements

The Madison Street Area Infrastructure Improvements project will help mitigate localized flooding from rain events. The project scope includes replacing existing inlets, sewers, and water lines as well as elevating roadways, curbs, and sidewalks within the area. These improvements will alleviate the primary concerns by conveying stormwater into the sewer system. Once completed, the project will help mitigate rainfall flooding and upgrade critical underground infrastructure on Madison Street between Ninth and 11th Streets. This project will require road closures in the area. Area residents will be kept apprised of the work and impacts on their quality of life.

This project has been completed. Permanent paving will commence in the spring.

NHSA H6/H7 CSO Long Term Control Plan Project, Phase 3

Underground Utilities Corporation will be installing new sewer lines, and curb inlets will be installed to alleviate drainage and potential flooding issues in Northwest Hoboken. The goal of this project is to reduce combined sewer overflows (CSO’s) and improve the water quality of the Hudson River.

Please be advised that this project currently requires the closure of the intersection of 14th and Grand Street 24/7. Due to this closure, Grand Street, between 13th and 15th Streets, is only accessible to local traffic and residential garage access.

The following construction activities and traffic management are anticipated to take place the week of Feb. 2, 2026, by Underground Utilities Corp. for the NHSA - H6/H7 Phase 3 Project:

Construction Activities:  

15th Street between Grand Street and Clinton Street

  • Installation of piles, pile caps, and pipe cradles
  • Installation of storm sewer pipe, manholes, and inlets

15th Street between Clinton Street and Willow Avenue

  • Installation of piles and pile caps
  • Installation of storm sewer pipe, manholes, and inlets  

Traffic Impacts/Management:

15th Street between Grand Street and Clinton Street

  • 15th Street is closed between Clinton and Grand Streets during working hours of 8 a.m. to 6 p.m.  
  • Westbound 15th Street will be open to vehicles during non-working hours from 6 p.m. to 8 a.m.
  • Eastbound 15th Street is closed to vehicles 24/7
  • Detour signs are in place to get around the temporary closures  
  • Hoboken Police are on site during the day to assist with pedestrian access.  

Grand Street between 13th and 14th Street

  • Roadway changed to 2-Way traffic (north and south) to allow access to resident garages.  

14th Street between Grand Street and Clinton Street

  • Road closed 24 hours, 7 days/week
  • Access is provided to local residents

NHSA H6/H7 Phase II: Adams Street Force Main

Underground Utilities Corp. is installing new high level storm sewers and a force main within the northeast portion of the City of Hoboken. These sewers will be connected into the stormwater storage tank at the Northwest Resiliency Park and the force main will connect from the H6/H7 pump station to the NHSA’s existing outfall in 15th Street.

Anticipated Construction Activities and Traffic Management for the NHSA H6/H7 Phase 2 Project for the week of Feb. 2, 2026:  

Construction Activities:

  • Installation of gas lines and generator exhaust
  • Stilling well floor bracket installation in the million-gallon tank
  • Termination of wires in the control panel  

Traffic Management  

  • No parking on 13th Street between Adams and Jefferson Streets between 6 a.m. and 6 p.m.  
  • Temporary no-parking signs will be posted.

Waterfront Reconstruction Project

The Waterfront Reconstruction Project (formerly known as the Sinatra Drive Seawall Rehabilitation Project) will replace the aging and eroding concrete seawall beneath portions of Sinatra Drive and the Hoboken waterfront walkway. The project focuses on stabilizing and replacing the seawall and walkway along the eastern portion of Sinatra Drive, from the gazebo near Seventh Street to the skate park near Ninth Street, where erosion is most severe. This initiative is part of a larger effort to ensure the safety and longevity of the waterfront infrastructure.  

During the Waterfront Reconstruction Project, the eastern lane of Sinatra Drive from approximately Fifth Street north to approximately Sinatra Drive North will be closed 24/7. No southbound traffic will be permitted. Southbound drivers must use Hudson Street. The western lane of Sinatra Drive will be open to northbound vehicles. The sidewalk on Sinatra Drive will be closed to pedestrians 24/7 in the construction area.

The following traffic management activities are in effect until further notice:

  • Northbound traffic only between Fifth Street and Sinatra Drive North.
  • Southbound traffic must use Hudson Street.
  • Sidewalks are closed to pedestrian at the construction site.
  • Sinatra Drive will be closed in both directions from midnight to 6 a.m. on weekdays.

Mama Johnson Press Box Project

The City of Hoboken, in partnership with the Hoboken Housing Authority, will be installing an elevated press box at Mama Johnson Field, near the corner of Fourth and Jackson Streets. The structure will support Hoboken recreation, by providing facilities for live game announcements.

The City’s contractor, Murray Paving, will begin construction on the project in late January and is anticipated to complete by mid-March, avoiding any impacts to recreational programming at the park.

The following construction activities and traffic management are anticipated to take place from Monday, Feb. 2, 2026, through Friday, Feb. 6, 2026, between the hours of 7 a.m. and 3 p.m.:    

Construction Activities:

  • Mobilization of the construction site
  • Setting up temporary fencing
  • Soil testing collection

Traffic Management:

  • Between 7 a.m. and 3 p.m., a portion of the sidewalk along Fourth Street near the intersection with Jackson Street will be temporary closed.
  • Detour signage will be posted.
  • The Fourth Street and Jackson Street Citi Bike Dock will be temporarily relocated to the intersection of Fourth Street and Harrison Street during construction.  

Temporary Parking Impacts:

  • Temporary no parking signs will be posted restricting parking for approximately four spaces on the north side of Fourth Street, near the intersection of Jackson Street during work hours of 7 a.m. to 3 p.m.

15th Street Roadway Improvements

The 15th Street Roadway Improvement Project will reconstruct 15th Street from Madison Street to Adams Street and Willow Avenue to Park Avenue and will include critical Vision Zero and resiliency upgrades to transform the road to a more protected, accessible, and resilient pathway for all users. The Improvement Project will also construct a segment of the Green Circuit.

This is part of an overall larger project which will raise portions of the northern end of Hoboken to reduce nuisance flooding. Work includes new curbs, sidewalks, a raised bike lane, decorative lighting, street trees, and associated striping. The milling, overlay, and re-striping of 15th Street between Willow and Park is also included in this project.  

Phase One, which included the reconstruction of 15th Street between Willow Avenue and Park Avenue, is complete. Phase Two, which includes resurfacing between Willow Avenue and Park Avenue, is expected to begin this spring.

Complete Streets Hoboken

Your Way Construction will be resurfacing various roadways throughout the City of Hoboken. This work will include Vision Zero and resiliency improvements, including the installation of new bike lanes, high visibility crosswalks, curb extensions, green infrastructure upgrades, and roadway restoration.

Hoboken Connect

Hoboken Connect

The Hoboken Yard Redevelopment Plan will revitalize southeastern sections of Hoboken, including the Hoboken Terminal and the area around it. The Hoboken Connect project, within the redevelopment Plan area which is being overseen by LCOR, will include a new NJ Transit bus terminal including an indoor market, the rehabilitation of the Ferry Terminal and Warrington Plaza, the rehabilitation of Hudson Place which will turn parts of the road into a pedestrian and retail plaza, as well as  the development of an office building and a residential building that incorporates affordable housing units.  

Construction on the first phase of Hoboken Connect, a 28-story residential building at 111 Observer Hwy, between Washington and Bloomfield Streets began in 2024. This project will require the temporary relocation of NJ Transit bus stops on both sides of Observer Highway between Washington and Bloomfield Streets to between Bloomfield and Garden Streets. Bike lanes will also temporarily be relocated from the south curbside of Observer Hwy between Bloomfield Street and Washington Street to the north curbside of the same block. The sidewalk and bike lanes along the south curbside of Observer Highway between Bloomfield Street and Washington Street will be closed to pedestrians and these changes are expected to be in place through approximately December of 2026.

This project also required the temporary removal of bicycle parking on Hudson Place between Hudson Street and River Street. New temporary bike parking/racks have been added along Hudson Street. Read more on the temporary changes here: http://local.nixle.com/alert/11466871/  

Be advised, the new permanent bus station is now open and in use. Work activities are not anticipated to impact traffic or parking.

The following construction activities and traffic management are anticipated to take place from Monday Feb. 2, 2026, through Friday, Feb. 6, 2026, between the hours of 7 a.m. and 3:30 p.m.:

Construction Activities:

Hudson Place

  • One set of PATH stairs to be closed starting Feb. 9, for approximately 2 weeks. The other set will remain open for riders.  
  • Access to the train and bus station will be via the pathway next to Joboken.
  • Concrete pours for sidewalk throughout the week weather permitting. Concrete trucks to be staged inside the construction site.
  • Concrete pours for planter walls. Concrete trucks to be staged inside the construction site.
  • Foundation for north side planters to begin weather permitting

Main Terminal Roof Replacement

  • Roof replacement continues along the Ferry Terminal Building.

Site Work at Warrington Plaza

  • Pedestrian traffic flow remains unchanged.
  • Continue site utilities.
  • Electrical conduit installation from Bike Lane to Building. Bike Lane will remain open at all times.

West Façade Work

  • Exterior Tarps come down, and exterior select demolition begins, including exterior concrete.

First Floor Build Out

  • First floor slab construction begins.  
  • Material deliveries will be periodic throughout the week.

Second Floor Ferry Terminal Building

  • Mobilization of construction trades for second floor restoration

Traffic Management

  • Construction flaggers will be preset for truck traffic in and out of the site at Warrington Plaza and Hudson Place.
  • Hoboken Police Officers will be on site during heavy trucking days and major concrete pours.

111 Observer Highway: Residential Building Development

Consigli Construction Company is constructing a new 28-story residential building at 111 Observer Highway on the south side of Observer between Washington St. and Bloomfield St.

Note that the site may be open Saturday, Feb. 7, 2026, for superstructure work.

Construction Activities:

  • Superstructure work continues within the site with concrete pours.  
  • Hoist installation will continue.
  • Note that the site may be open certain Saturdays, for superstructure work.    

Traffic Management:

  • Construction flaggers will be present for intermittent truck traffic in and out of the site at the construction gates on Observer.
  • Hoboken Police will be on site Monday through Friday, during working hours, to assist with truck deliveries.
