Description

NOTICE IS HEREBY GIVEN that sealed bids will be received by the representative of the Purchasing Department, for the City of Hoboken, County of Hudson, State of New Jersey on August 12, 2020 at 2:00 PM prevailing time at Conference Room (basement), City Hall 94 Washington Street Hoboken N.J. at which time and place bids will be opened and read in public for:

BID NUMBER 20 – 04 Rehabilitation of Hoboken Workforce Housing Unit at 800 Jackson Street

Pre-Bid site visit is highly encouraged for all interested contractors to properly identify the scope of work. Site visit is by appointment only. Send your site visit request to purchasing@hobokennj.gov.

Deadline for questions, clarifications and request for information (RFI) is on July 30, 2020 at 3:00 PM prevailing time.

Questions and RFI’s must be in writing. Send all questions and RFI’s by email to: purchasing@hobokennj.gov

The City will not entertain any questions and RFI after this deadline.

Due to current conditions, vendors are encouraged to submit their sealed bid proposals via certified mail or overnight delivery.

Specifications may be obtained from the Purchasing Department, City Hall 2nd Floor, 94 Washington Street, Hoboken, N.J. 07030 during regular business hours Monday through Friday, 9:00am to 4:00pm.

All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days.

The City reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest, responsive and responsible bidder. Bidders are required to comply, where applicable, with requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C 17:27 – 1 et seq., New Jersey Statutes Title 19 Fair and Open Process, the City of Hoboken Chapter 20A Fair and Open Process, and all other applicable laws. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq Chapter 150 of the Laws of 1963, effective January 1, 1964 and the Public Works Contractor Registration Act (NJSA 34:11-56.48).

CITY OF HOBOKEN ADDENDUMTO RFP DOCUMENTS

RFP 20 – 04 – Request forQualifications

 

Professional Services – Affordable HousingDeveloper - Block 172 Lot 17 (72’x100’)

 

This Addendum # 1, dated September 9, 2020 isissued to modify the above mentioned RFP and is hereby made part of the RFPdocuments. Please attach this Addendum #1 to the original documents in yourpossession, and ensure same is included in your proposal.

 

A.      Questions and answer:

 

Q1. Is there a targeted amount of unitsthe City was thinking for this site?

A1. Yes, 25 units.

Q2. Would Hoboken be open to a mixed-income development on thesite?

I know the RFP says 100%affordable but I propose the question because of a multitude of factors:

 

·       The necessary density forfinancial and operational efficiency is at the minimum 40 units

·      In an effort to accommodate 40 units, the height will have to riseabove 4 stories given the small sizeof the lot, which then makes the project ineligible for 5 points on the QAP.

·      Given the highly competitive nature to win 9% tax credits, the need forperfect scoring projects have effectively become the standard. Losing 5 pointswould make the project unlikely to win.

A2. Yes, applicants are free to propose different developmentscenarios that would result in achievable project financing.

Q3. Can you please confirm that the City is not looking forproposals for a specific target population (i.e Family, Senior, Etc..)? Ifthere is a preference, can you please share?

A3. As stated in our RFP: “Although not required, the City willconsider proposals that serve special populations (e.g., seniors, families,formerly homeless individuals, supportive housing, veterans, etc.).” So thereis no preference, but the City certainly welcomes proposals with a specifictarget population.

 

B.      The City will not accept questions/RFIat this time. Submission deadline remains the same on September 22, 2020 at3:00 pm prevailing time.

 

This addendum will be publish inthe newspaper and posted on the City of Hoboken website to ensure compliance.

 

There are noother changes to the RFP documents as part of this addendum.
