NOTICE IS HEREBY GIVEN that sealed bids will be received by the representative of the Division of Purchasing, for the City of Hoboken, in the County of Hudson, State of New Jersey("Owner") on Thursday, April 25, 2019 at 2:00 p.m. prevailing time at City Hall, Office of the City Clerk, 94 Washington Street, Hoboken, New Jersey 07030 at which time and place bids will be opened and read in public for:

 

HOBOKEN CITY HALL MAYOR’S SECURITY DOORS BID NO. 19-11

 

The work to be performed under this contract include Mayor’s Security Doors at Hoboken City Hall (94 Washington Street) including, but not limited to the following:

BaseBid

1.           New custom bullet resistant aluminum and glass paired doors and frame.

2.           New door hardware tied into security.

3.           Conversion of existing wood door to provide bullet resistant glazing and panels.

4.           Joint sealants

5.           Cutting and patching plaster to conceal new wiring and conduit. And patching plaster resulting from installation of new hardware and devices.

6.           Painting

 

Pre-bid Site Meeting:  All bidders must visit the building prior to submission of a bid in order to familiarize themselves with the existing conditions. The Pre-Bid Site Meeting is scheduled for Thursday, March 28, 2019 at 10 AM at Hoboken City Hall. The Pre-bid site visit is not mandatory, but it is highly recommended that contractors attend. Submission of a bid shall indicate that the contractor has visited the site and is familiar with the existing conditions.

 

Copies of plans, specification, and contract documents will be on file for public inspection and may be obtained upon payment of $60.00,said sum not refundable, at HMR Architects, 821 Alexander Road, Suite 115,Princeton, New Jersey 08540, between the hours of 9:00 a.m. and 5:00 p.m.prevailing time, Monday through Friday, excluding legal holidays.

 

The work contemplated under this Contract shall be completed within NINETY(90) days of receipt of Notice-to-Proceed.

 

Each bid must be made upon the prescribed forms,furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00.  Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured.  The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract.  Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract.  In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages.  Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey.

 

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended.  All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977,regarding disclosure of partners and stockholders.  Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the HOBOKEN CITY HALL MAYOR’S SECURITY DOORS BID NO. 19-11.

 

The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor.

 

All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days.

 

The Owner reserves the right to reject any and all bids pursuant to applicable law and regulations, to waive in-formalities or irregularities in the bids received and to accept the bid from the lowest,responsive, and responsible bidder.
