NOTICE IS HEREBY GIVEN that sealed bids will be received by the representative of the City of Hoboken, County of Hudson, Stateof New Jersey on Wednesday, April 17,2019 at 2:00 PM prevailing time at City Clerk, Hoboken City Hall, 94 Washington Street Hoboken N.J. 07030 at which time and place bids will be opened and read in public for:

Bid No. 19-10 Hoboken Pedestrian Crossing Improvements

 All work on this contract shall be completed within one hundred thirty-five (135) calendar days.

The Work of this Contract includes installing intersection safety improvements at 4 intersections in the city.  The work includes concrete curb and sidewalk; construction of concrete bump outs with rain garden landscape beds;; traffic striping, milling and paving; and restoration of the project area.  

Contract Documents and Drawings for the proposed work,which have been prepared by Joseph R. Venezia, P.E. of the firm of Maser Consulting P.A., are available at the Office of the City Engineer, 94 Washington Street, Hoboken, New Jersey, and may be inspected by prospective bidders between the hours of 8:30 a.m. and 3:30 p.m. Monday through Friday.

Bidders will be furnished with a copy of the Contract Documents by request upon proper notice and payment of anon-refundable charge of One Hundred dollars ($100.00) payable to City of Hoboken to defray the cost thereof. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to Mayor and City Council, City of Hoboken, and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the City of Hoboken and either a Bid Bond or a Certified Check drawn to the order of Treasurer of the City of Hoboken for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00.  The successful bidder is hereby notified that a performance bond for the full amount of this project is required.

 

The award of the Contract for this project will not be made until the necessary funds have been provided by the City of Hoboken in a lawful manner.  By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this project.

 

The City or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract.

Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents.

The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the City and to accept the bid from the lowest, responsive, and responsible bidder.  The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended.  All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders.  

The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor.

 All bids shall be irrevocable,not subject to withdrawal and shall stand available for a period of sixty (60) days.

 

A.             Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934,known as the Copeland Act.

 

B.             Worker and Community Right-to-Know Act (N.J.A.A. 34:5A-1).
