The City of Hoboken has two full-time social workers dedicated to assisting residents in need within the Office of Constituent Services. The social workers operate on the first floor of City Hall and out in the field meeting with the community including, senior citizens and those experiencing homelessness, to connect them with vital resources and services.

To this end, the social workers launched Project CARE (Community Advocacy and Resource Education), to provide dignified and accessible services to all members of our community.

The goal of PROJECT CARE is to:

  • Foster a sense of Community in our city’s most vulnerable populations
  • Advocate for those who need assistance
  • Provide Resources for those experiencing homelessness, food insecurity, and more
  • Educate the community on the available services at the City, County, and State levels

Project CARE Programs and initiatives

Field work schedule

The City social workers conduct field work on weekdays. The schedule is as follows:

Monday – Social work drop-in hours with Hoboken Public Library, 500 Park Ave., 11 a.m. - 1 p.m.

Tuesday – Community outreach with NJ Transit Outreach Officer, 10 a.m.- 12 p.m.

Wednesday – Hoboken Shelter tabling with Hoboken Public Library, 300 Bloomfield St., 3 p.m.- 4 p.m.

Thursday – St. Matthew's Lunchtime Ministry tabling, 57 Eighth St., 10 a.m. - 11 a.m.

Friday – Open office hours/Community Outreach, 94 Washington St., 9 am. - 4 p.m.

Monthly extended office hours

The Office of Constituent Services hosts monthly office hours with the City's social workers every second Tuesday of the month from 4 p.m. to 6 p.m. in the ground-floor conference room of City Hall.

Residents are welcome to drop-in to speak confidentially with the social workers to gain assistance.

Fresh Start Program

The Fresh Start program launched in July 2023, aims to enhance the lives of individuals experiencing homelessness by providing them with some of their fundamental needs.

The comprehensive program offers a safe and welcoming space where participants can access much-needed resources, including shower trailers, haircuts, clean clothing, nutritious food, and connection to vital services on a seasonal basis.

The program operates from late spring to early fall due to weather conditions through a partnership with Archangel Raphael's Mission, Street Life Ministry, and other local businesses and non profit organizations.

Key features of the Fresh Start program include:

  • Hygiene and Showers: Access to clean and private shower facilities, promoting personal hygiene and overall well-being.
  • Grooming Services: Certified hairdressers provide haircuts and grooming, enhancing self-esteem.
  • Clothing Boutique: A selection of clean, donated clothing items donated by City staff were made available, allowing participants to choose outfits that suit their preferences and needs
  • Nutritious Meals: Nutrient-rich sandwiches are offered, ensuring that participants receive essential sustenance
