NOTICE VENDORS

 

NOTICE IS HEREBY GIVEN that sealed proposals will be received by the representative of the Division of Purchasing, for the City of Hoboken, County of Hudson, State of New Jersey on December 1, 2020 at 3:00 PM prevailing time at City Clerk, City Hall 94 Washington Street Hoboken N.J. for the following professional services:

 

RFP 20 – 07 - RFQ – Professional Services – Licensed Attorney – Special Counsel – ABC Attorney – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel in the form of legal representation as Board Attorney to the City of Hoboken’s Alcohol Beverage Control Board, in accordance with the specifications or City approved equivalent. This RFQ is limited to representation of the City of Hoboken Alcohol Beverage Control Board at board meetings and as directed by Corporation Counsel and/or the Administration and does not necessarily seek or guarantee representation of the City of Hoboken in ABC litigation and related matters.  The successful attorney/firm will receive a maximum of $300.00/meeting, which shall be all inclusive of all work in preparation for and subsequent to each meeting, including the preparation of any and all individual applications; and, in the event additional non-meeting related ABC Board work is given by Corporation Counsel and/or the Administration to the successful vendor, which must be approved in writing prior to invoicing, there shall be a maximum hourly rate of$150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff for additional work done on behalf of the City, outside of that work done as part of the board meeting rate, as defined above.  Furthermore, the contract will include a not to exceed amount for work outside of meetings.

 

RFP 20 – 08 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Affordable Housing Counsel– Term: January 1, 2021through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified firms to provide special legal counsel in the form of legal representation in matters relating to land use and real property law which affect the City of Hoboken, specifically as it related to affordable housing, in accordance with the specifications or City approved equivalent.  This RFQ seeks legal representation for the City of Hoboken and is not for legal representation of the City of Hoboken’s land use boards. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 –09 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Bond Counsel – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel representation as Bond Counsel, in accordance with the specifications or City approved equivalent.  The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 –10 - RFQ – Professional Services – Licensed Attorney – Special Counsel –Environmental Law Counsel – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified firms to provide special legal counsel in the form of legal representation in matters relating to Environmental law which affect the City of Hoboken, in accordance with the specifications or City approved equivalent. This RFQ seeks legal representation for the City of Hoboken and is not for legal representation of the City of Hoboken’s land use boards. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 –11 - RFQ – Professional Services – Licensed Attorney – Special Counsel –General Litigation Counsel – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel in the form of legal representation, and particularly litigation representation, in matters relating to the City of Hoboken’s government administrative functions, in accordance with the specifications or City approved equivalent. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 – 12 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Historic Preservation Commission Board Attorney –Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel in the form of legal representation as Board Attorney to the City of Hoboken’s Historic Preservation Commission, in accordance with the specifications or City approved equivalent.  This RFQ is limited to representation of the City of Hoboken Historic Preservation Commission at board meetings and does not necessarily seek or guarantee representation of the City of Hoboken in Historic Preservation Commission litigation and related matters. The successful attorney/firm will receive a maximum of $300.00/meeting, which shall be all inclusive of all work in preparation for and subsequent to each meeting, including the preparation of any and all individual applications; and, in the event additional non-meeting related Historic Preservation Commission work is given by the Administration to the successful vendor, which must be approved in writing by the Director of Community Development prior to invoicing, there shall be a maximum hourly rate of $150.00/hour for attorneys,$50.00/hour for paralegals, and $20.00/hour for support staff for additional work done on behalf of the City, outside of that work done as part of the board meeting rate, as defined above. RFP 20 – 13 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Labor and Employment/Labor Relations/Affirmative Action and Ethics Counsel – Term: January 1, 2021 through December 31, 2021

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel in the form of legal representation in labor negotiations, employment matters, affirmative action and ethics matters, and related litigation, in accordance with the specifications or City approved equivalent.  The maximum hourly rate is$150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 – 14 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Land Use and Real Property/Land Use Litigation and PILOTS/Tax Abatements Counsel – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified firms to provide special legal counsel in the form of legal representation in matters relating to Land Use and Real Property/Land Use Litigation and PILOTS/tax Abatements law and related litigation affecting the City of Hoboken, in accordance with the specifications or City approved equivalent. This RFQ seeks legal representation for the City of Hoboken and is not for legal representation of the City of Hoboken’s land use boards.  The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 –15 - RFQ – Professional Services – Licensed Attorney – Municipal Prosecutor –

Term: January 1, 2021 through December 31, 2021

The City of Hoboken is requesting proposals from qualified attorneys to provide legal representation as Municipal Prosecutor in accordance with the specifications or City approved equivalent and N.J.S.A. 2B:25-4. The City seeks to appoint a municipal prosecutor(s) in accordance with N.J.S.A. 2B:25-4 et seq. Appointees shall be considered per diem non-employees and shall be entitled to$325.00 per court session in lieu of any and all other fees and benefits.  Each session runs, on average, fromtwo (2) to five (5) hours. Schedules will be determined by the Chief Municipal Prosecutor.

 

RFP 20 –16 - RFQ – Professional Services – Licensed Attorney – Special Counsel – OPRA Attorney– Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide legal guidance to the City regarding Open Public Records Act (“OPRA”) Requests in the form of legal representation in OPRA litigation matters, GRC representation, and internal legal opinions as to the disclosure requirements of documents when requested, in accordance with the specifications or City approved equivalent. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 –17 - RFQ – Professional Services – Licensed Attorney – Municipal Public Defender – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified attorneys to provide legal representation as Municipal Public Defender in accordance with the specifications or City approved equivalent and N.J.S.A. 2B:24-4.  The City reserves the right to qualify multiple Municipal Public Defenders, one of which shall be appointed as Chief Municipal Public Defender.  Appointees shall be considered per diem non-employees and shall be entitled to $275.00 per court session in lieu of any and all other fees and benefits.  Each session runs, on average, from two (2) to five (5) hours.  The Chief Municipal Public Defender shall be responsible for scheduling the court sessions of each Municipal Public Defender and other ancillary matters.  The Chief Municipal Public Defender may receive a stipend for these additional services subject to the City’s budgetary constraints and approval from the Administration.    

 

RFP 20 – 18 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Public Utilities Counsel– Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified firms to provide special legal counsel in the form of legal representation in matters relating to public utility contracts, litigation and other legal issues which may arise that affect the City of Hoboken, in accordance with the specifications or City approved equivalent. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 – 19 - RFQ – Professional Services – Licensed Attorney– Special Counsel – Redevelopment Counsel – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to serve as special legal counsel relating to redevelopment law, specifically N.J.S.A. 40A:12A-1 et seq., in accordance with the specifications or City approved equivalent.  The successful candidate must have significant experience in redevelopment law in New Jersey and intimate familiarity with the practical application of the Local Redevelopment and Housing Law, N.J.S.A 40A:12A-1 et seq. (“LHRL”). Work will include counsel on redevelopment notifications; negotiations of redevelopment agreements, financial agreements and contracts; legal advice on redevelopment procedures; evaluation of finance agreements and PILOT agreements as necessary to ensure proper implementation; and other counsel related to redevelopment law and related litigation. The redevelopment counsel contract will be set at an hourly blended rate not to exceed $190.00 per hour for all attorneys working on the redevelopment matter, except to the extent that such fees are paid solely by private parties through reimbursement agreements, in which case the blended rate of not to exceed $225.00 per hour for attorneys shall apply.  Additional fees shall be as follows: $50.00/hour for paralegals, and $20.00/hour for support staff.  The services shall be on a contractual, non-employee basis with no benefits or incentives.  

 

RFP 20 – 20 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Rent Control Litigation – Term: January 1, 2021through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel in the form of legal representation related to rent control litigation, in accordance with the specifications or City approved equivalent.  The maximum hourly rate is$150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

 

RFP 20 – 21 - RFQ – Professional Services – Licensed Attorney– Special Counsel – Rent Leveling Board Attorney – Term: January 1, 2021through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide special legal counsel in the form of legal representation as Board Attorney to the City of Hoboken’s Rent Leveling Board, in accordance with the specifications or City approved equivalent. This RFQ is limited to representation of the City of Hoboken Rent Leveling Board at board meetings, and does not necessarily seek, nor does it guarantee, representation of the City of Hoboken in rent leveling litigation and related matters, unless authorized by resolution of the Council at the request of the Administration.  The successful attorney/firm will receive a maximum of $300.00/meeting, which shall be all inclusive of all work in preparation for and subsequent to each meeting, and a maximum hourly rate of$150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff for additional work done on behalf of the City, outside of that work done as part of the board meeting rate, as defined above.  

 

RFP 20 – 22- RFQ – Professional Services – Licensed Attorney – Special Counsel – Shade Tree Commission Counsel– Term: January 1,2021 through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified firms to provide special legal counsel in the form of legal representation as the attorney for the Shade Tree Commission in accordance with the specifications or City approved equivalent. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.

 

RFP 20 – 23 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Special Legal Counsel– Term: January 1, 2021through December 31, 2021

 

The City of Hoboken is requesting Qualifications from qualified firms to provide Special Legal counsel in the form of legal representation, in matters including but not limited to, litigation representation, ethics matters, and miscellaneous legal opinions in accordance with the specifications or City approved equivalent. The maximum hourly rate is $150.00/hour for attorneys, $50.00/hour for paralegals, and $20.00/hour for support staff.  

RFP 20 -24 - RFQ – Professional Services – Licensed Attorney – Special Counsel – Tax Appeal Attorney – Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken (“City”) is a municipality governed according to the Optional Municipal Charter Law, N.J.S.A. 40:69A-1 to-210.  Pursuant to Ordinance #DR-154, the City seeks Requests for Qualifications (“RFQ”) from law firms licensed to practice law in the State of New Jersey that wish to provide legal services related to the defense of real property tax appeals filed against the City, both before the County Tax Board and the New Jersey Courts, including but not limited to the Tax Court, as directed by the Corporation Counsel or other appropriate officials within the City Administration.  The successful applicant must have significant demonstrable experience in effectively representing New Jersey municipalities, counties or individual taxpayers in real property tax appeals. The successful applicant must provide evidence that the attorneys listed in the Proposal have the ability to timely provide the representation requested and agree to provide the City of Hoboken with representation by the attorneys specified in the Proposal for the period of one (1) year, subject to extension in accordance with the law. Representation of all County Tax Appeals shall be compensated by a single contractual amount for the year of service, for which the Firm shall provide a proposed amount. Representation of all New Jersey Tax Court Appeals shall be compensated on an hourly basis, at a rate of One Hundred Fifty Dollars ($150.00) per hour, subject to an annual not to exceed amount to be determined by the City at the time of contract award.

 

As of the date hereof, the City of Hoboken is defending approximately 2200 appeals pending before the County Tax Board, as well as 200 appeals pending in the New Jersey Tax Court.  Due to the City’s variety in real property uses, the City defends tax appeals that range from simple residential property appeals to intricate, novel and complex commercial property tax appeals.

 

RFP 20 –25 - RFQ – Professional Services – Licensed Attorney – Tenant Advocate Attorney– Term: January 1, 2021 through December 31, 2021

 

The City of Hoboken is requesting proposals from qualified attorneys to provide tenant’s advocacy services to the general public in the City as directed by the Mayor or other appropriate official within the City for a contract period of one year. All candidates are required to comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. as amended. Each candidate shall submit proof of business registration with the New Jersey Division of Taxation (P.L. 2004, C.57). The successful advocate must have significant experience in representing residential tenants as a tenant’s advocate. Payment shall not exceed $150.00 per hour for attorneys and $20.00per hour for support staff.  

The City of Hoboken is requesting proposals from qualified individuals and firms to provide professional services to the City, in accordance with the specifications or City approved equivalent.
