INVITATION TO BID -BID NO: 26-01 - Adams Street Service Line Test Pitting
Sealed Bids for the Adams Street Service Line Test Pitting Project will be received by the representative of the City of Hoboken, County of Hudson, State of New Jersey, Office of Administration, Division of Purchasing, on Tuesday, May 19, 2026 at 11:30 AM prevailing time at City Hall, Office of the City Clerk, 94 Washington Street, Hoboken, New Jersey 07030, and then publicly opened and read aloud. No bids will be receied after the date and time set forth above.
Scope and Purpose Statement:
The work generally consists of performing test pitting of approximately 145 customer water services on Adams Street between Newark Street and 9th Street. It includes temporary restoration of pavement, striping, curbs, and temporary and permanent restoration of sidewalks and yards as needed. All work shall be completed within 90 calendar days unless otherwise discussed and approved with the Owner and Engineer.
Roadway closures and construction within the public right of way will be prohibited during June 13th, 16th, 22nd, 25th, 27th, July 3rd, 4th, 5th, and 19th (all dates 2026) due to planned City events, and all work requiring lane or street closures must be scheduled outside of this period. Outside those listed dates, the City requires that all roadways remain open to the public from June 8 through July 26, 2026, except in the case of emergency work. The City of Hoboken reserves the right to provide a notice to proceed to the contractor to commence the test pitting operations after July 26, 2026.
Bidding Documents may be requested from CDM Smith Inc., 110 Fieldcrest Avenue, 6th Floor, Edison, NJ 08837, between the normal business hours of 8:30 AM and 4:30 PM via email at tranel@cdmsmith.com or by phone at (860) 808-2286 or (732) 225-7000. An electronic set of Bidding Documents (via MoveIt) will be provided at no charge. Hard copies of the Contract Documents will not be available for purchase. Bidding Documents will be available starting on Friday, April 17, 2026.
Bidders shall submit one (1) original and two (2) copies of their bids by certified mail, overnight or express mail or hand-delivery, in a sealed envelope, addressed to the City Clerk’s Office at City Hall, 94 Washington Street, Hoboken, New Jersey 07030, and clearly marked on the outside with the bidder’s name and address and bearing the words “Public Bid: Adams Street Service Line Test Pitting Project.” All bids must be received by the City Clerk’s Office on or before the date and time set forth above. Bids received by the City will be date and time stamped upon receipt. Bidders are solely responsible for the timely delivery of their bids and any bid received after the date and time specified above will not be considered but will be returned unopened to the Bidder. No bidder may withdraw its bid within sixty (60) days after Bid opening.
NO BIDS MAY BE SUBMITTED ELECTRONICALLY.
Each bid must be submitted, in writing, on the bid forms furnished in the bid specifications.
The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. The Successful Bidder must furnish the Performance and

Payment Bonds with a surety company licensed in the State of New Jersey, and in compliance with N.J.A.C. 7:22-3.17(g). Surety company shall be listed on latest version of the U.S. Department of Treasury Circular 570.
A certified check, cashier’s check or bid bond in the amount of ten percent (10%) of the bid, but not in excess of Twenty Thousand Dollars ($20,000), must be submitted with the bid, guaranteeing that if a contract is awarded, the bidder shall execute the contract and deliver the bond(s), if any, required by the bid documents. The bid bond shall be obtained from a surety company that is authorized to do business in the State of New Jersey. Such Bid Bond shall not contain any conditions to the obligations of the surety company issuing the Bid Bond. Bid Bonds signed by an Attorney-in-Fact shall be accompanied by an executed and certified Power-of-Attorney.
Bidder shall submit with the bid a Consent of Surety with Power of Attorney from a Surety authorized to do business in the State of New Jersey, in a form acceptable to the Borough, stating that the Surety will provide the bonds required by the bid specifications. The Consent of Suety shall be obtained on behalf of the bidder, any or all subcontractors or by each respective subcontractor or by any combination thereof, which results in performance security equal to the total amount of the contract, pursuant to N.J.S.A. 40A:11-22. The Consent of Surety shall include a valid Power of Attorney authorizing the Attorney-in-Fact to execute the Consent of Surety. Failure to submit a Consent of Surety shall result in rejection of the bid.
The City reserves the right to reject any or all of the bids or waive any informalities therein pursuant to and in accordance with applicable law.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. All bidders and any named subcontractors must be registered with the Department of Labor and Workforce Development pursuant to the Public Works Contractor Registration Act at the time the bidder’s bid is submitted, and bidders shall submit the Public Works Contractor Registration for itself and all named subcontractors prior to the award of a contract by the Borough. Any unnamed subcontractor must be registered with the Department of Labor and Workforce Development prior to starting work. The successful bidder shall submit copies of its New Jersey Business Registration Certificate(s) for itself and for all subcontractors prior to award of a contract.
