City Bid No. 26-06 - Adams Street Lead Service Line Replacement - Addendum No. 1
TO: All Bidders of Record Date Issued: August 24, 2026
This addendum shall be part of the Contract Documents as provided in the Agreement for the above referenced
project. Acknowledge the receipt of this addendum on Page 00400-5 of the Bid
Documents for the project. Failure to do so may subject the bidder to disqualification.
In addition, please acknowledge the receipt of this addendum by completing the attached Bid 26-06
Addendum #1 Acknowledgement Sheet and emailing it to Gary Stuart at CDM Smith –
stuartgr@cdmsmith.com and also submit this acknowledgement form with the bid.
QUESTIONS AND ANSWERS
QUESTION 1: Since there is no separate pricing for the size of service to be replaced, is there
test pit information available for the locations of the intended replacements indicating the size
of services? If not, could you give us percentages or ratios of 1”, 1.5” and 2” replacements?
RESPONSE 1: In accordance with Section 01025, Bid Items 1A, 1B, 2A and 2B all require
bidders to assume water service lines of diameters up to and including 2-inches.
CHANGES TO SPECIFICATIONS
Section 00300 – Bid Form
Replace the Bid Form provided in the Bid Package with the attached revised Bid Form. Changes include
the following:
• Quantities for Bid Items 1A, 1B, 1C, 1D, 1E, 2A, and 2B have been updated based on the results
of the Adams St. test pitting results.
Section 01025 – Measurement and Payment
In Section 01025, add the following to paragraphs 3.01A.1.a (in two locations), 3.01B.7.c, 3.01B.7.d, and
3.04A.1.a immediately after the words “contaminated, non-hazardous waste” and “contaminated, nonhazardous
soil”:
“(as defined by N.J.A.C. 7:26- 2.13(g) and N.J.A.C. 7:26-2.13(h))”
Section 01110 – Environmental Protection Procedures
In Section 01110, add the following new paragraph 1.01F after paragraph 1.01E:

“ F. The project excavation areas are located within the public right of way and private property.
All excess soils for disposal are assumed to be non-hazardous contaminated soil exceeding
NJDEP Restricted Residential Soil Remediation Standards (NJAC 7:26D Table 1A Residential
Direct Contact Soil Remediation Standard). If grossly contaminated material, visible as free
product, soil staining, oil sheen or noxious vapors, are encountered during excavation work
performed under this Contract, the Contractor shall notify the Owner and Engineer, and the New
Jersey Department of Environmental Protection (NJDEP) by contacting the main reporting line at
1- 877-927-6337, where and as required by applicable laws and regulations. The Contractor shall
be responsible for sampling and analysis, handling, temporary storage, removal, tracking, and
disposal of contaminated and hazardous fluids and solids encountered in accordance with the
Contract Specifications. All work shall be performed in accordance with all applicable Federal,
State, and local regulations, laws, codes, and ordinances governing the handling, transportation,
and disposal of contaminated materials.”
Section 02113 – Contaminated Soil Excavation
In Section 02113, delete paragraph 1.05A in its entirety and replace with the following new paragraph
1.05A:
“A. The project area is located within the public right of way and private property which have
been assumed to be non-hazardous contaminated exceeding NJAC 7:26D Table 1A Residential
Direct Contact Soil Remediation Standard. The Contractor shall comply with the NJDEP Site
Remediation Program Linear Construction Technical Guidance, January 2012. Under the
technical guidance, the person conducting the linear construction is not required to delineate or
remediate contamination outside the limit of the excavation areas within the linear construction
corridor. Notification of the existing contamination to the NJDEP is not required. If grossly
contaminated material, visible as a free product, soil staining, oil sheen or noxious vapors, are
encountered during excavation work performed under this Contract, the Contractor shall notify
the Owner and Engineer, and NJDEP by contacting the main reporting line at 1-877-927-6337,
where and as required by applicable laws and regulations. Work of this Section shall be
performed in accordance with all applicable Federal, State, and local regulations, laws, codes, and
ordinances governing the handling, transportation, and disposal of contaminated materials.”
Appendix A – Potential Locations for Lead Service Line Replacement
Replace the Appendix A provided in the Bid Package with the attached revised Appendix A which
includes a revised list of addresses based on the results of the test pitting contract.
