ADDENDUM TO BID DOCUMENTS
BID 26-04 – TOM OLIVIERI PARK IMPROVEMENTS
This Addendum # 1 dated September 16, 2026, is issued to modify the above-mentioned BID, and is hereby made part of the BID documents. Please attach this Addendum #1 to the original documents in your possession and ensure same is included in your proposal. The Bidder shall acknowledge receipt of this Addendum using the Acknowledgement of Receipt of Addenda form. This addendum includes:
1. QUESTIONS OR CLARIFICATIONS FROM BIDDERS
Q1: We were unfortunately unable to attend the pre-bid meeting for Bid no. 26-04: Tom
Olivieri Park Improvements in Hoboken this morning. Could you please share with us any
potential meeting minutes or notes from today’s meeting?
A1: No, the City is unable to provide meeting minutes or notes for the pre-bid meeting as no
questions were answered during the meeting and no minutes or notes exist.
Q2: I am unable to access bidset.com to download the bid documents for this project – do
you have a link for the docs you can send me?
A2: The bid documents are available for download at the project specific URL
www.bidset.com/tomolivieripark. Documents can be viewed for free and then downloaded, also free of charge, using the order link. For additional assistance with the website, please contact 1-877-424-3738.
Q3: Can you please provide the Plan Holders List? If this information is available online, please advise the website where I can obtain the list, further project details, Bid Tabulations, Contract Award and any future Bidding opportunities.
A3: No, the City is unable to provide the Plan Holder List prior to bid opening.
Q4: I am writing to request soft copies of the Pre-bid/Site tour Sign-in-sheet/Attendees list or
Planholders List related to Tom Olivieri Park Improvements.
A4: See City responses to Questions 1 and 3.
Q5: I hope this email finds you well. Would you be able to email me a PDF version of the bid quantities listed for this subject project? The preview on the bidset website is very blurry on my end and we don't need the full bid packet.
A5: The bid documents must be downloaded using the www.bidset.com/tomolivieripark link to obtain the PDF. The download request is free of charge.
Q6: “We have reviewed the insurance requirements included in the Contract Documents and would like to request clarification regarding the required insurance limits. Per Section V, A. – Insurance Requirements, the specified limits are as follows:
• Employer’s Liability: $1,000,000 minimum
• General Liability: $3,000,000 per occurrence and $5,000,000 aggregate
• Automobile Liability: $1,000,000 Combined Single Limit
• Umbrella/Excess Liability: $10,000,000 per occurrence and aggregate
These requirements are also addressed under Article 10 – Insurance and Bonds, including Sections 10.1.1 through 10.1.4. Please review the above insurance requirements and confirm whether the specified limits may be reduced to more customary limits for this type and size of project, particularly the General Liability and Umbrella/Excess Liability requirements. If reduced limits are acceptable, please provide the approved revised limits that bidders may use for purposes of obtaining insurance and preparing their bids. Please also confirm whether the revised limits, if approved, will apply to the Contractor and its subcontractors.”
A6: Yes, the insurance requirements for General Liability and Umbrella/Excess Liability shall be revised to the specified limits as follows. Specifically, the required General Liability limitsshall be reduced from “$3,000,000 per occurrence and $5,000,000 aggregate” to “$1,000,000 per occurrence and $2,000,000 aggregate”, and the Umbrella/Excess Liability requirement shall be reduced from “$10,000,000 per occurrence and aggregate” to “$5,000,000 per occurrence and aggregate”. The specified limits for Employer’s Liability and Automobile Liability shall remain unchanged.
See below a summary of the amended Insurance Requirements to be used by bidders:
• Employer’s Liability: $1,000,000
• General Liability: $1,000,000 per occurrence / $2,000,000 aggregate
• Automobile Liability: $1,000,000 Combined Single Limit
• Umbrella/Excess Liability – $5,000,000 per occurrence and aggregate
Q7: “The bid package includes a Preliminary Assessment Report in Appendix B. However, to
obtain accurate soil disposal pricing, bidders must provide disposal facilities with
complete analytical documentation identifying the soil’s characteristics and applicable
disposal parameters. Please provide all available soil testing data, laboratory analytical
results, environmental reports, waste classifications, and any other documentation
associated with the material anticipated for excavation and disposal.
If complete analytical data is unavailable, the contract cannot be accurately bid as
currently structured. Disposal facilities cannot provide firm pricing or confirm acceptance
based solely on the Preliminary Assessment Report.
In accordance with fair bidding practices and N.J.S.A. 40A:11-23.1a regarding
contaminated soil work in public contracts, the Schedule of Values and Proposal Pages
should be revised to include either:
• A soil disposal allowance; or
• An established unit price for disposal based on clearly defined assumed analytical
parameters and material classifications.
Absent complete analytical information, an allowance, or an established unit price, any
disposal pricing submitted by bidders would be speculative and would not represent a fair
or reasonable bid amount for this work.”
A7: The Site Investigation Report has been added to the bid documents as Appendix H and
includes additional soil testing and chemical analytical data for the site.
The Bid Specifications already include allowances for soil disposal under the Schedule of
Prices as follows:
• Item 80: Allowance for Loading, Hauling, and Disposal of Regulated Material -
$10,000.00
• Item 81: Allowance for Loading, Hauling, and Disposal of Hazardous Material -
$10,000.00
Accordingly, the Bid Specifications comply with N.J.S.A. 40A:11-23.1a and no revisions are
made to the soil disposal items included in the Schedule of Prices.

This addendum is posted on the City of Hoboken website and may be obtained electronically at no cost by submitting an online request at www.bidset.com/tomolivieripark.
Hard copies of the Contract Documents may be obtained by any prospective bidder for a fee of $165 per each set of full-sized drawings and specifications by submitting an online request at www.bidset.com/tomolivieripark or by calling 1-877-424-3738. Shipping charges are additional and variable depending upon the pickup or delivery option selected by the purchaser.
The City will not accept any further questions at this time.
There are no other changes to the bid documents as part of this addendum.
