ADDENDUM TO BID DOCUMENTS
BID – 26 – 07 - PROFESSIONAL OPERATION OF OFF-STREET PARKING FACILITIES OF THE CITY OF HOBOKEN
This Addendum # 1 dated September 14, 2026, is issued to modify the above-mentioned BID, and is hereby made part of the BID documents. Please attach this Addendum #1 to the original documents in your possession and ensure same is included in your proposal. This addendum includes:
Q1: Was attendance at the September 3, 2026 facility walkthrough mandatory for bid responsiveness?
A1: No.
Q2: The specifications require bidders to describe their methodology for customer service, accountability,
training, and management; however, the submission checklist does not identify a separate technical narrative.
Please confirm whether a technical narrative is required and provide the required format, content,
organization, and page limitations, if any.
A2: A technical narrative is recommended, but not required.
Q3: Please confirm whether a bid bond, performance bond, payment bond, or other form of bid or contract
security is required. No such requirement appears in the bid forms.
A3. Yes, they are required. Please see attachment for the appropriate forms.
Q4: Will the successful operator be required or expected to retain or offer employment to any incumbent
employees? If so, please provide the applicable requirements, including employee classifications, seniority,
current wage rates, schedules, accrued leave, and other employment obligations.
A4: Bidders may request employee-related information through an Open Public Records Act (OPRA) request
with the Hoboken City Clerk.
Q5: Are any incumbent employees represented by a collective bargaining agreement? If so, please provide all
applicable collective bargaining agreements, amendments, side letters, benefit schedules, and current wage
and fringe-benefit contribution rates.
A5: It is the City’s understanding that the employees of the current vendor are in a union. However, the City
does not possess a copy of the collective bargaining agreement.
Q6: Please clarify whether holiday pay, overtime premiums, shift differentials, paid leave, training hours, relief
coverage and other premium compensation will be reimbursed as gross wages or must be absorbed within the
bidder’s labor-management percentage.
A6: Worker compensation is included in the labor management percentage.
Q7: Please clarify the acceptable professional credential for the proposed Senior Manager. Will the City accept
CPP, CAPP, PTMP, or another equivalent parking-management designation? Must the proposed Senior
Manager possess the required credential at the time of bid submission, or may it be obtained after award?
A7: The Senior Manager will be required to hold a PTMP or CPP credential. If the proposed Senior Manager
does not currently hold either certification, a six-month grace period will be provided for the employee to
obtain it.
Q8: Please provide a comprehensive list of all costs that must be included within the labor-management
percentage. Specifically, please clarify the treatment of payroll taxes, workers’ compensation, unemployment
insurance, union benefits, paid leave, recruiting, background checks, drug testing, uniforms, payroll processing,
training, employee cell phones, employee benefits, and corporate human-resources support.
A8: Payroll taxes, workers' compensation, unemployment insurance, union benefits, payroll
processing, and paid leave are all included in the Labor Management Percentage. Drug testing,
uniforms, cell phone, and training are all payable as separate line items.
Q9: Please provide the actual operating expenses and reimbursements for the two most recently completed
contract years, broken down by gross wages, overtime, premium pay, labor-management charges, insurance,
supplies, emergency expenses, additional staffing, and any other reimbursable operating costs.
A9: Bidders may request employee-related information through an Open Public Records Act (OPRA) request
with the Hoboken City Clerk.
Q10: Please identify which insurance premiums must be included in Line D. Specifically, should Line D include
commercial general liability, automobile liability, fidelity/crime, umbrella or excess liability, garagekeepers
liability, and all other required policies, while workers’ compensation remains included within the labormanagement
percentage?
A10: Yes, workers compensation is included in the labor management percentage while all other required
insurance policies should be included in Line D.
Q11: Please confirm that the City will remain responsible for all claims, losses, damages, liabilities, repairs, and
expenses arising from or relating to capital repairs, structural conditions, latent defects, pre-existing
conditions, and other building-related conditions outside the operator’s scope of work or reasonable control.
A11: Yes.
Q12: Is the City of Hoboken open to alternate technology models that would secure all parking revenue while
reducing staffing needs and lowering overall expenses paid for by the City.
A12: Please refer to the bid specifications regarding staffing requirements.
Q13: Can the City provide a breakdown of revenue collected as monthly parking revenue and daily/transient
parking revenue?
A13: Garages B, D, G, and Midtown typically generate between $9-$10 million across all categories of revenue.
Q14: Can the City provide the number of daily parking transactions for calendar years 2025 and 2026?
A14: There were 262,167 daily parking transactions combined at Garages B, D, and Midtown in 2025, and
161,202 daily transactions so far in 2026.

IN BID PACKAGE. - Revised Submission requirements form, Bid Bond, Consent of
Surety, Acknowledgment of Surety, and Compliance Questionnaire.
This addendum is posted on the City of Hoboken website to ensure compliance.
The City will not accept any further RFI/questions at this time.
There are no other changes to the BID documents as part of this addendum.
