Rebuild by Design Hudson River Project/Jersey Ave. Closure

The New Jersey Department of Environmental Protection (NJDEP) is continuing the construction phase for the Rebuild By Design Hudson River Project – Resist Alignment Coastal Defense Contract. The Resist structure is a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge.

The NJDEP has temporarily reopened 15th Street to vehicular traffic, due to the discovery of unforeseen subsurface conditions along 15th Street which will require additional utility coordination, design updates, and procurement of materials. The NJDEP anticipates returning to 15th Street to close the road and complete this phase of construction this winter.  

On Monday, Sept. 15, NJDEP crews will begin critical utility and construction work to further construction of the Resist-North structure in uptown Hoboken. This phase of work requires a full closure of the sidewalk and parking lane on the west side of Washington Street between 14th Street and the alleyway south of 15th Street. Additionally, the right-hand turning lane from southbound Washington Street onto 14th Street will be eliminated for the duration of this phase of the project.  The northern crosswalk across Washington Street at 14th Street will remain open during daytime hours but will be closed to pedestrians for utility work overnight. Bike and travel lanes will remain open on Washington Street. Preliminary field work will continue in the Resist – North Work Area and the Resist South Work Area the week of September 22nd, 2025. The project team will be engaging in the following activities between the hours of 8 a.m. and 6 p.m. this week:

RESIST SOUTH: 

Marin Boulevard (Jersey City)

  • Install MPT: Set up and secure MPT (Maintenance and Protection of Traffic) components to ensure proper traffic control and site safety.  
  • Test Pit: Excavate and inspect test pits to assess subsurface conditions, soil composition, and potential obstructions.
  • Sawcut/Remove Asphalt Roadway: Cut and remove existing asphalt pavement to prepare for excavation, utility installation, or surface replacement.
  • PSEG/Verizon Conduits: Install utility conduits for PSEG and Verizon, coordinating placement and depth to meet service provider requirements and site specifications.

Marin Boulevard (Beneath overhead rail lines – Jersey City) - this will not be in the road/

  • Install Rails and Topping Slab: Place rails and pour concrete slab for track support.
  • Forms & Concrete Footings: Set up formwork and pour concrete for footings and structural components.

18th Street (Jersey City – East of Marin Blvd)

  • Conduct Jet Grout Test Program: testing of grout to evaluate soil stabilization using high-pressure grout.

Private Property (Jersey City):

  • Backfill & Scour Protection: Backfill and reinforce areas to prevent erosion.
  • Forms, Concrete Footings & Walls: Set up formwork and pour concrete for footings, walls, and structural elements, ensuring proper alignment and reinforcement.

Jersey Avenue (West of roadway - Jersey City):

  • Install Rails and Topping Slab: Place rails and pour concrete slab for track support.

RESIST – NORTH:

Washington Street (North of 14th Street) (Hoboken)

  • Sawcut/Remove Concrete Sidewalk: Cut and remove existing concrete sidewalk sections to allow for excavation and utility work.
  • Access into Soul Cycle and Forum Coffee on the corner of Washington St and 14th St will be maintained

Harborside Park (Hoboken)

  • Mud Slab, Forms, Rail, Walls & Concrete: Place a base slab, set formwork, install rail components, and pour concrete for structural support.  
  • Retaining Wall A – Forms & Concrete: Set up formwork and pour concrete for Retaining Wall A, ensuring proper alignment, reinforcement, and structural integrity.  
  • Grade Area – West Wall B: Excavate and shape the area around West Wall B to meet design elevations and prepare for structural work.  
  • Drainage Installation – West Wall B: Install drainage systems along West Wall B to manage water flow, prevent accumulation, and protect structural elements.
  • Backfill: Place and compact fill material to restore and bring elevation up to finished grade  
  • Underdrain Installation: Install underdrain systems to manage subsurface water, improve drainage, and protect structural foundations.

Alleyway between Garden Street and Bloomfield Street (Hoboken)

  • Topping Slab: Place and finish concrete topping slab to achieve final surface elevation, smoothness, and structural performance.

Bloomfield Street - Intersection of Bloomfield and 14th street (Hoboken)

  • Install MPT: Set up and secure MPT (Maintenance and Protection of Traffic) components to ensure proper traffic control and site safety, including a new temporary traffic light at the intersection of Bloomfield St and 14th St.
  • Sawcut/Remove Concrete Sidewalk: Cut and remove existing concrete sidewalk sections to allow for excavation and utility work.

Project Background

The Rebuild by Design - Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge.  

The NJDEP is implementing the Resist component of the project concept, while the City of Hoboken has and continues to lead efforts implementing the Delay, Store and Discharge components. This portion of construction is Phase II of the Resist component. Phase I included implementation of Sewer System Modifications (SSM) and was completed in July 2022. Phase II will include the construction of the Resist Alignment, a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge. Construction for Phase II is beginning with the current test pitting work being described above.  

This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild by Design Hudson River Project. Additional funding has been allocated to this project through the FEMA Building Resilient Infrastructure and Communities grant program and through an American Rescue Plan Covid State Fiscal Recovery Funding allocation.

Waterfront Reconstruction Project

The Waterfront Reconstruction Project (formerly known as the Sinatra Drive Seawall Rehabilitation Project) will replace the aging and eroding concrete seawall beneath portions of Sinatra Drive and the Hoboken waterfront walkway. The project focuses on stabilizing and replacing the seawall and walkway along the eastern portion of Sinatra Drive, from the gazebo near Seventh Street to the skate park near Ninth Street, where erosion is most severe. This initiative is part of a larger effort to ensure the safety and longevity of the waterfront infrastructure.  

Construction and closures are anticipated to last through fall of 2025.

The following work and traffic management activities are anticipated for the week of September 29th, 2025, between the hours of 8 a.m. and 8:00 p.m.:

Work Activities:

Frank Sinatra Drive between 7th and 9th Streets

  • Selective demolition
  • Installation of sheet piles for steel combi-wall
  • Placement of rebar and concrete for pipe piles
  • Installation of filter fabric and backfill landside of wall
  • Installation of rebar and forms for concrete combi-wall cap

Traffic Impact/Management:

  • Traffic pattern for this week will allow one-way northbound traffic on Sinatra Drive from 6 a.m. to 12 a.m. Monday through Friday.  
  • Sinatra Drive will be closed in both directions from midnight to 6 a.m. on weekdays.
  • Specific areas of sidewalk along Sinatra Drive are open to pedestrians but there is no through-traffic allowed for pedestrians in either direction.

Church Square Park Improvements - Phase 1

The City of Hoboken is moving forward with plans to improve and upgrade Church Square Park. The upgrades will include a new inclusive toddler playground in the southwest portion of the park, a new open lawn area in place of the old toddler playground, a landscaped buffer along the existing dog run, and the addition of new public restrooms. The improvements will be consistent with the park's historic character and were identified by the public during preparation of the Church Square Park Vision Plan.

Hudson Place Water Main Improvements

The Hudson Place Area Water Main Improvement project involves the replacement of 850 feet of existing water mains. This is part of the City’s Water System Renewal Program, initiated in 2016, to modernize Hoboken’s drinking water infrastructure and reduce the need for emergency repairs. By the end of 2025, it is anticipated that 28,700 feet of aged water mains will have been replaced.  

As part of the project, the City’s contractor will replace outdated 8-inch and 6-inch water mains with new, larger 12-inch water mains, install new service lines to the curb, and replace the hydrants along Hudson Place between River Street and Warrington Plaza, on Sinatra Drive between Newark Street and First Street, and replace water services on River Street between Hudson Place and Newark Street.

Madison Street Area Infrastructure Improvements

The Madison Street Area Infrastructure Improvements project will help mitigate localized flooding from rain events. The project scope includes replacing existing inlets, sewers, and water lines as well as elevating roadways, curbs, and sidewalks within the area. These improvements will alleviate the primary concerns by conveying stormwater into the sewer system.  

This project will require road closures in the area. Area residents will be kept apprised of the work and impacts on their quality of life.

NHSA H6/H7 Phase II: Adams Street Force Main

Underground Utilities Corp. is installing new high level storm sewers and a force main within the northeast portion of the City of Hoboken. These sewers will be connected into the stormwater storage tank at the Northwest Resiliency Park and the force main will connect from the H6/H7 pump station to the NHSA’s existing outfall in 15th Street.

Anticipated construction activities and traffic impacts/management for the NHSA H6/H7 Phase 2 Project for the period of Sept. 29 through Oct. 3 are as follows:  

Construction Activities

  • Electrical and plumbing installation for the pumps at the NWRP Pump Station on 13th Street between Adams and Jefferson Streets
  • Grating and Stair installation and anchorage
  • Installation of acoustic treatment

 

Traffic Management

  • No parking on 13th Street between Adams and Jefferson Streets between the hours of 6 a.m. and 6 p.m.

Complete Streets Phase Two

Your Way Construction will be resurfacing various roadways throughout the City of Hoboken. This work will include Vision Zero and resiliency improvements, including the installation of new bike lanes, high visibility crosswalks, curb extensions, green infrastructure upgrades, and roadway restoration.

Phase 2 of the Water Improvement Upgrades (WIU) Project represents the final restoration of roadways that were recently improved with new water mains, and new water services. The project includes Vision Zero and resiliency improvements, including the installation of new bike lanes, high visibility crosswalks, curb extensions, green infrastructure upgrades, and roadway restoration. The work, which begins on June 9 and will be completed on a rolling basis, is expected to last seven months. It includes the milling and paving of approximately twelve (12) blocks and three (3) intersections within the City of Hoboken.

The project includes the installation of eighteen (18) intersection curb bump outs, installation of seven (7) manufactured treatment devices, and all of the associated striping and signage required for all of the areas of work described.

The following construction activities and traffic management are anticipated to take place from Monday, September 29th, 2025, through Friday, October 3rd, 2025, between the hours of 7:00 a.m. and 5 p.m. by Your Way Construction.

Construction Activities:

  • Monday to Wednesday (9/29 - 10/1) - Concrete ADA ramps and bump outs at Adams Street & 6th Street
  • Monday to Friday (9/29 - 10/3) - Concrete ADA ramps and bump outs at Jefferson Street & 1st Street

Traffic Impacts and Management:

  • Monday to Wednesday (9/29 - 10/1), 6th Street will be closed from Adams Street to Jefferson Street. Westbound traffic will be detoured. No Parking on Adams Street 150' in both directions of intersections.  
  • Monday to Friday (9/29 - 10/3), 1st Street will be closed from Adams Street to Jefferson Street. Eastbound traffic will be detoured. No Parking on Jefferson Street 150' in both directions of intersections.
  • One-lane of traffic will remain open on Adams Street & Jefferson Street at all times to allow traffic to flow.  
  • Temporary No-Parking signs will be posted at the intersections to allow a lane of traffic to flow.
  • Sidewalks will be closed at these locations during construction activities. Pedestrian detours will be posted.
  • Hoboken Police will be onsite to assist with road closures and pedestrian detours.

NHSA H6/H7 CSO Long Term Control Plan Project, Phase 3

Underground Utilities Corporation will be installing new sewer lines, and curb inlets will be installed to alleviate drainage and potential flooding issues in Northwest Hoboken. The goal of this project is to reduce combined sewer overflows (CSO’s) and improve the water quality of the Hudson River.

ResilienCity Park Shade Sails

The City of Hoboken is adding shade to the playground area at ResilienCity Park. The City’s contractor installed two shade structures near the swings and will install two custom shade sail canopies in the ages 5-12 playground. Construction will occur in two phases. The contractor installed the concrete footings and posts in July. The custom shade sails were then measured from the posts, and installation of the fabric sail will begin during the week of September 29, 2025.  

The work will take place on Wednesday Oct. 1, weather permitting, between the hours of 8 a.m. and 6 p.m. During this timeframe, the ages 5-12 playground area will be closed.

Former Union Dry Dock Site Construction

In accordance with the lease between the City of Hoboken and NY Waterway for its temporary operations at the former Union Dry Dock site (901 Sinatra Dr.), NY Waterway will begin constructing approved site alterations within their leasehold area of the site. The initial construction work as part of the project will involve electrical improvements.  

In accordance with the license agreement between the City of Hoboken and NJDEP, NJDEP and its contractor, EE Cruz, for the RBD-HR project will be using a portion of the former Union Dock Site (901 Sinatra Dr.) for equipment and materials storage.

The following work and traffic management activities are anticipated for this week: 

Work Activities:

  • NY Waterway may berth multiple ferry vessels at the southern piers of the former Union Dry Dock site. No maintenance work will be performed.  
  • NY Waterway may berth a ferry vessel on the southern side of the northern pier to facilitate work by a contractor on the adjacent piers.  
  • NY Waterway’s contractor will be installing electrical site improvements, including new pedestrian-level lighting on the piers.

Hoboken Connect

The Hoboken Yard Redevelopment Plan will revitalize southeastern sections of Hoboken, including the Hoboken Terminal and the area around it. The Hoboken Connect project, within the redevelopment Plan area which is being overseen by LCOR, will include a new NJ Transit bus terminal including an indoor market, the rehabilitation of the Ferry Terminal and Warrington Plaza, the rehabilitation of Hudson Place which will turn parts of the road into a pedestrian and retail plaza, as well as  the development of an office building and a residential building that incorporates affordable housing units.  

In 2024, construction on the first phase of Hoboken Connect, a 28-story residential building at 111 Observer Hwy, between Washington and Bloomfield Streets. This project will require the temporary relocation of NJ Transit bus stops on both sides of Observer Highway between Washington and Bloomfield Streets to between Bloomfield and Garden Streets. Bike lanes will also temporarily be relocated from the south curbside of Observer Hwy between Bloomfield Street and Washington Street to the north curbside of the same block. The sidewalk and bike lanes along the south curbside of Observer Highway between Bloomfield Street and Washington Street will be closed to pedestrians and these changes are expected to be in place through approximately December of 2026.

This project also required the temporary removal of bicycle parking on Hudson Place between Hudson Street and River Street. New temporary bike parking/racks have been added along Hudson Street. Read more on the temporary changes here: http://local.nixle.com/alert/11466871/  

Hudson Place, Hoboken Terminal, and Warrington Plaza

The following construction activities and traffic management are anticipated to take place from Monday September 29th, 2025, through Friday, October 3rd, 2025, between the hours of 7 a.m. and 3:30 p.m. by Hunter Roberts Construction Group. An interim temporary bus terminal will be open during construction of the new bus terminal.

Construction Activities:

Bus Terminal

  • Site demolition at old bus terminal continues
  • New ramp at train shed opening is completed
  • Pedestrians will be directed to use the new ramp closer to the interim bus terminal.
  • Demolition of canopy against train shed begins. Pedestrian access directed to new ramp
  • Sidewalk extended between the interim bus and the train station. Work begins on additional bus shelter
  • Layout begins for new bus terminal

Main Terminal Roof Replacement

  • Roof replacement continues along the Ferry Terminal Building North side
  • Main Terminal Waiting Room Copper Roof Work continues.  
  • Asbestos abatement prep work will continue on the second floor of the Ferry Terminal Building.

Ferry Terminal Façade

  • Concrete underlayment behind copper will be removed
  • Copper façade removal continues

Site Work at Warrington Plaza

  • Pedestrian traffic flow remains unchanged.
  • New storm line and manhole install continues by bike path. Site Fence will remain in place.
  • Electrical conduits are placed along the north side of the site for new PSE&G service.  
  • Prep begins for relocated site entrance along north side of site.
  • Drilled micropile installation continues. Material deliveries will be periodic throughout the week. Expected tractor trailer deliveries Monday, Wednesday, and Friday
  • Concrete slab reinforcement and forms placed throughout the week along the South side of the site. Concrete pours will be coordinated with OEM office.

Hudson Place

  • Cobblestone removals continue
  • Layout and Survey for new utility routing
  • Test pits will be completed at closed section of Hudson Place
  • Site demolition continues

Traffic Impacts/Management:

  • Construction flaggers will be preset for truck traffic in and out of the site at Warrington Plaza and Hudson Place
  • Hoboken Police will be on site during Tractor Trailer deliveries.  

111 Observer Highway: Residential Building Development

The following construction activities and traffic management are anticipated to take place from Monday September 29th, 2025, through Friday, October 3rd, 2025, between the hours of 7:00 a.m. and 5 p.m. by Consigli Construction Company.

Construction Activities:

  • Water main test pit potentially being scheduled for 10/2/25
  • Sitework, geothermal, and electrical contractors will continue utility work within the construction fence.
  • Stormwater tie-in will finish for next week within the site curbline at Washington & Observer.
  • Note that the site will potentially be open Saturday, 10/4/25, for underground crews. All work is scheduled to be within the site fence.  

Traffic Impacts & Management:

  • Construction flaggers will be present for intermittent truck traffic in and out of the site at the construction gates on Observer.
  • Hoboken Police will be on site Monday, Sept. 29 and possibly Thursday, Oct. 2, to assist with traffic control and pedestrian safety.

15th Street Roadway Improvements

The 15th Street Roadway Improvement Project will reconstruct 15th Street from Madison Street to Adams Street and Willow Avenue to Park Avenue and will include critical Vision Zero and resiliency upgrades to transform the road to a more protected, accessible, and resilient pathway for all users. The Improvement Project will also construct a segment of the Green Circuit.

This is part of an overall larger project which will raise portions of the northern end of Hoboken to reduce nuisance flooding. Work includes new curbs, sidewalks, a raised bike lane, decorative lighting, street trees, and associated striping. The milling, overlay, and re-striping of 15th Street between Willow and Park is also included in this project.  

Phase One, which started June 16, is expected to be completed by mid-November and will reconstruct 15th Street from Madison Street to Adams Street. Phase Two, which includes resurfacing between Willow Avenue and Park Avenue, is expected to begin later this year.  

The following construction activities and traffic management are anticipated to take place from Monday, Sept. 29, 2025, through Thursday, Oct. 2 ,2025, between the hours of 7 a.m. and 5 p.m. by REIVAX Contracting.

Construction Activities

  • Curbing work  
  • Complete the installation of the remaining manhole and inlet on Jefferson Street
  • Backfilling behind all completed knee wall structures
  • Prepping for light pole foundations  

Traffic Management

  • 15th Street will be closed between Madison Street & Jefferson Street and between Jefferson Street & Adams Street
  • Thru traffic will be allowed on Jefferson and Adams Streets
  • Sidewalks will be closed at these locations during knee wall construction. Pedestrian detours will be posted
  • Hoboken Police will be onsite to assist with lane shifts and pedestrian detours

Temporary Parking Impacts:

15th street between Madison and Clinton

  • Temporary no parking (24 hours, 7 days/week) on both sides of the street.

16th Street between Jefferson and Clinton
