The New Jersey Department of Environmental Protection (NJDEP) is continuing the construction phase for the Rebuild By Design Hudson River Project – Resist Alignment Coastal Defense Contract. The Resist structure is a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge.
To facilitate construction, beginning July 7, 15th Street will be closed from Park Avenue to Bloomfield Street as well as Garden Street between 15th Street and 14th Street and the alleyway between Garden Street and Bloomfield Street will be closed to vehicular through-traffic 24/7 for approximately four months. Please see below for more information on the 15th Street closure and traffic mitigation efforts.
The following preliminary fieldwork is anticipated to take place in the Resist – North Work Area and the Resist South Work Area during the week of June 30 to July 5 between the hours of 8 a.m. and 6 p.m.

Starting on July 7, the New Jersey Department of Environmental Protection will continue construction on the resist feature of the Rebuild by Design - Hudson River project, which will protect Hoboken from storm surge flooding. This phase of the project aims to install underground infrastructure for a sliding flood gate to help prevent storm surge flooding from the Hudson River. During Hurricane Sandy, this type of flooding inundated the City with over 500 million gallons of water causing more than $100 million in private property damage.
The construction will include excavation activities for the resist structure, pouring and curing of the monolithic foundational slab for the gate, PSE&G utility relocation work, installation of gate rails, new concrete curb and sidewalk installation, gate installation, form and rebar work, as well as roadway paving and restriping among other construction activities.
To facilitate construction, 15th Street from Park Avenue to Bloomfield Street as well as Garden Street between 15th Street and 14th Street and the alleyway between Garden Street and Bloomfield Street will be closed to vehicular through-traffic 24/7 for approximately four months. Parking garage access for 1499 Park Ave. and LAZ Parking Garages will be maintained.

Project Background
The Rebuild by Design - Hudson River Project is a comprehensive urban stormwater management program that takes a multi-faceted approach intended to address flooding from both major storm surge and high tide as well as from heavy rainfall events. These events often occur individually, but can also occur together, increasing their impacts. The program includes four components: Resist, Delay, Store and Discharge.
The NJDEP is implementing the Resist component of the project concept, while the City of Hoboken has and continues to lead efforts implementing the Delay, Store and Discharge components. This portion of construction is Phase II of the Resist component. Phase I included implementation of Sewer System Modifications (SSM) and was completed in July 2022. Phase II will include the construction of the Resist Alignment, a floodwall and levee system aimed to protect the Project Area from coastal flooding threats associated with storm surge. Construction for Phase II is beginning with the current test pitting work being described above.
This United States Department of Housing and Urban Development is funding the project, allocating $230 million to the overall Rebuild by Design Hudson River Project. Additional funding has been allocated to this project through the FEMA Building Resilient Infrastructure and Communities grant program and through an American Rescue Plan Covid State Fiscal Recovery Funding allocation.

The Waterfront Reconstruction Project (formerly known as the Sinatra Drive Seawall Rehabilitation Project) will replace the aging and eroding concrete seawall beneath portions of Sinatra Drive and the Hoboken waterfront walkway. The project focuses on stabilizing and replacing the seawall and walkway along the eastern portion of Sinatra Drive, from the gazebo near Seventh Street to the skate park near Ninth Street, where erosion is most severe. This initiative is part of a larger effort to ensure the safety and longevity of the waterfront infrastructure.
Mobilization activities will begin on April 7, 2025 and on or about, April 10, 2025, a new traffic pattern will be put into place to allow for construction which will include the closure of the eastern lane of Sinatra Drive from approximately Fifth Street north to approximately Sinatra Drive North. This closure will be in effect 24/7. No southbound traffic will be permitted. Southbound drivers must instead use Hudson Street. The western lane of Sinatra Drive will be open to northbound vehicles. In addition, the sidewalk on Sinatra Drive in the construction area, will be closed to pedestrians 24/7 in the construction area.
Construction and closures are anticipated to last through fall of 2025.

The City’s contractor, Adamo Brothers Construction, will be demolishing the two residential buildings located at the property of 207-209 Jefferson Street. The City acquired the properties in December 2023, and after demolition, the properties will be used for parking Hoboken Fire Department vehicles.

The City of Hoboken is moving forward with plans to improve and upgrade Church Square Park. The upgrades will include a new inclusive toddler playground in the southwest portion of the park, a new open lawn area in place of the old toddler playground, a landscaped buffer along the existing dog run, and the addition of new public restrooms. The improvements will be consistent with the park's historic character and were identified by the public during preparation of the Church Square Park Vision Plan.

The Hudson Place Area Water Main Improvement project involves the replacement of 850 feet of existing water mains. This is part of the City’s Water System Renewal Program, to modernize Hoboken’s drinking water infrastructure and reduce the need for emergency repairs. By the end of 2025, it is anticipated that 28,700 feet of aged water mains will have been replaced.
Beginning on Monday, May 19, the City’s contractor will replace outdated 8-inch and 6-inch water mains with new, larger 12-inch water mains, install new service lines to the curb, and replace the hydrants along Hudson Place between River Street and Warrington Plaza, on Sinatra Drive between Newark Street and First Street, and replace water services on River Street between Hudson Place and Newark Street.
The Hudson Place Water Main Improvement project is anticipated to be complete by July 2, 2025, although the schedule is subject to change.

The temporary taxi stand on Newark Street has been relocated to the southwestern curb of Hudson Place, between Hudson Street and River Street.
Hudson County is repairing and restoring multiple bridges across the county including in Hoboken, Weehawken, and Jersey City. The rehabilitation efforts aim to help maintain a steady flow of traffic and protect the traveling public.
The current work on Park Avenue and Willow Avenue in Hoboken & Weehawken which began in late March, is expected to continue through the end of July. The current work will repairs and restore the concrete substructure of the bridges, as well as repair and patch the bridge decks to protect cars and pedestrians from potholes or other potential vehicular risks.
The following construction activities will occur overnight on July 2 between the hours of 9:00 PM and 5:00 AM.

Traffic Management:
The Madison Street Area Infrastructure Improvements project will help mitigate localized flooding from rain events. The project scope includes replacing existing inlets, sewers, and water lines as well as elevating roadways, curbs, and sidewalks within the area. These improvements will alleviate the primary concerns by conveying stormwater into the sewer system.
Work on the Madison Street Area Infrastructure Improvements currently requires a 24/7 closure of Madison Street between 9th and 10th Streets, as well as parking restrictions. In addition, the intersection of 10th and Madison will be closed through approximately June 20. Area residents will be kept apprised of the work and impacts on their quality of life.

As part of the traffic management plan for the Madison Street Infrastructure Improvement project, Citi Bike will temporarily relocate the docking station at Madison Street & 10th Street to the northeast corner of Monroe Street & 10th Street. The docking station will stay at that location until the end of April. Temporary No Parking Signs will be posted on parts of the east side of Monroe Street during the relocation.
The Citi Bike docking station relocation is required to maintain access to bike share during the Madison Street resiliency and utility construction project (NHSA Madison Areawide Infrastructure Improvement Project).
Underground Utilities Corp. is installing new high level storm sewers and a force main within the northeast portion of the City of Hoboken. These sewers will be connected into the stormwater storage tank at the Northwest Resiliency Park and the force main will connect from the H6/H7 pump station to the NHSA’s existing outfall in 15th Street.

Your Way Construction will be resurfacing various roadways throughout the City of Hoboken. This work will include Vision Zero and resiliency improvements, including the installation of new bike lanes, high visibility crosswalks, curb extensions, green infrastructure upgrades, and roadway restoration.
Phase 2 of the Water Improvement Upgrades (WIU) Project represents the final restoration of roadways that were recently improved with new water mains, and new water services. The project includes Vision Zero and resiliency improvements, including the installation of new bike lanes, high visibility crosswalks, curb extensions, green infrastructure upgrades, and roadway restoration. The work, which begins on June 9 and will be completed on a rolling basis, is expected to last seven months. It includes the milling and paving of approximately twelve (12) blocks and three (3) intersections within the City of Hoboken,

Underground Utilities Corporation will be installing new sewer lines, and curb inlets will be installed to alleviate drainage and potential flooding issues in Northwest Hoboken. The goal of this project is to reduce combined sewer overflows (CSO’s) and improve the water quality of the Hudson River.

Plans to expand Southwest Resiliency Park are part of Hoboken’s Rebuild by Design (“RBD”) - Hudson River Project and the City’s comprehensive water management strategy to delay, store, and discharge stormwater during intense rain events, The project is funded through a $6.24 million dollar grant from the Federal Emergency Management Agency (FEMA). The expanded park will include above ground green infrastructure and an underwater detention system to withhold 328,000 gallons of stormwater caused by heavy precipitation.

Observer Highway at Harrison Street
In accordance with the lease between the City of Hoboken and NY Waterway for its temporary operations at the former Union Dry Dock site (901 Sinatra Dr.), NY Waterway will begin constructing approved site alterations within their leasehold area of the site. The initial construction work as part of the project will involve electrical improvements.
In accordance with the license agreement between the City of Hoboken and NJDEP, NJDEP and its contractor, EE Cruz, for the RBD-HR project will be using a portion of the former Union Dock Site (901 Sinatra Dr.) for equipment and materials storage.

Phase two of the City Hall Portico Restoration Project builds upon the stone patching, roofing tile, and framing replacements, which were completed in 2020 by repointing and restoring the original masonry.

The Hoboken Yard Redevelopment Plan will revitalize southeastern sections of Hoboken, including the Hoboken Terminal and the area around it. The Hoboken Connect project, within the redevelopment Plan area which is being overseen by LCOR, will include a new NJ Transit bus terminal including an indoor market, the rehabilitation of the Ferry Terminal and Warrington Plaza, the rehabilitation of Hudson Place which will turn parts of the road into a pedestrian and retail plaza, as well as the development of an office building and a residential building that incorporates affordable housing units.
In 2024, the Consigli Construction Company began construction on the first phase of Hoboken Connect, a 28-story residential building at 111 Observer Hwy, between Washington and Bloomfield Streets. This project will require the temporary relocation of NJ Transit bus stops on both sides of Observer Highway between Washington and Bloomfield Streets to between Bloomfield and Garden Streets. Bike lanes will also temporarily be relocated from the south curbside of Observer Hwy between Bloomfield Street and Washington Street to the north curbside of the same block. The sidewalk and bike lanes along the south curbside of Observer Highway between Bloomfield Street and Washington Street will be closed to pedestrians and these changes are expected to be in place through approximately December of 2026.

The 15th Street Roadway Improvement Project will reconstruct 15th Street from Madison Street to Adams Street and Willow Avenue to Park Avenue and will include critical Vision Zero and resiliency upgrades to transform the road to a more protected, accessible, and resilient pathway for all users. The Improvement Project will also construct a segment of the Green Circuit.
This is part of an overall larger project which will raise portions of the northern end of Hoboken to reduce nuisance flooding. Work includes new curbs, sidewalks, a raised bike lane, decorative lighting, street trees, and associated striping. The milling, overlay, and re-striping of 15th Street between Willow and Park is also included in this project.
Phase One, which started June 16, is expected to be completed by mid-November and will reconstruct 15th Street from Madison Street to Adams Street. Phase Two, which includes resurfacing between Willow Avenue and Park Avenue, is expected to begin later this year.
